An Indonesian attempting to return to Bali to run her store was denied air travel to Bali from Jakarta in July 2021 because she does not have a travel permit from the RT/RW Lurah (similar to Banjar in Bali) who does not know where the regulations come from to provide information.

The video is split into two segments. In the first segment the woman can be heard saying, "For those of you who want to fly, you don't need to take the vaccine!? So what's the use of vaccine for? I asked nicely with the soldier while pointing out the flight requirements I knew." The said the soldier replied, "the requirement to fly must have an official letter or cover letter from the RT/RW," to which the woman replied, "expensive vaccines and PCR tests beat letters from RT/RW [local government officials]. Where do the rules come from? Because what I know is the flight requirements for the H1 [Day 1] vaccine and PCR test and I'm complete." The soldier replied, "this rule was made just this morning," to which the woman asks, "if the regulations that haven't been fully distributed this morning, why have they been enforced that day? Why is there no information/confirmation whatsoever? No SMS or anything?" The soldier then replies "That's why you should watch TV" and [Instagram] there! The woman denied flight a return flight to Bali asks the soldier, "I don't like watching TV because the shows are not of good quality. Do I have to wake up every single day and find out the COVID news updates??" Until foaming at the mouth she told them, "I live in Bali, and I have a business in Bali." And they still wouldn't let me go and asked for a RT/RW letter from the kelurahan [local Javanese government]." There she said "I was furious and recorded my conversation to convey what happened. So for those of you who want to fly, what are you doing Vaccination if that's not a requirement? better you don't have to vaccinate!"

Eyewitness in Bali saw parts of the video on the morning news in Bali on 23 July, however they did not air the part of the video with the woman taking with the military.

Dari mana aturan itu berasal? karena yang saya tahu adalah syarat terbang untuk vaksin H1 dan tes PCR dan saya sudah lengkap. Prajurit itu menjawab "aturan ini baru dibuat pagi ini" Pertanyaan saya adalah "peraturan yang belum sepenuhnya dibagikan tadi pagi, mengapa hari itu diberlakukan"? Mengapa tidak ada informasi/konfirmasi apapun? Tidak ada SMS atau apa? kemudian tentara itu menjawab "itu sebabnya menonton TV" dan media online di sana! kataku. Saya tidak suka menonton TV karena acaranya tidak berkualitas. Apakah saya bangun dan harus mencari tahu update berita covid?? Sampai berbusa saya bilang saya tinggal di Bali, dan saya punya bisnis di Bali. Mereka tetap tidak mau melepaskan saya dan meminta surat RT/RW dari kelurahan. Di sana saya sangat marah dan merekam percakapan saya untuk menyampaikan apa yang terjadi. Jadi buat kamu yang ingin terbang, apa yang kamu lakukan Vaksinasi jika itu bukan keharusan? lebih baik Anda tidak perlu memvaksinasi!
