Small test I did with my setup which I will post below.The static in the video was not present during game play I might have to fiddle with the setting in OBS Studio some more.

I switched from OBS Studio to SSR to record this to lessen performance hit but there is still one present.If anyone knows the settings to get minimal performance hit while recording please let me know.I was using VAAPI for this one and I lost a good 15-20 FPS on average.Game is completely playable with max settings as long as not recording.Also I'm using dual displays and that has cause issues in the past.

All in game settings were the same.

Was dealing with a in game menu glitch that's why you see me having to load a save then back out before I could run the benchmark.No idea what the issue was as it's not happened before.

Game will not launch with MSI Afterburner running so had to use in game FPS tool.

This is a quick stream I did on openSUSE Tumbleweed with one Steam Play game (Dark Souls III) and one native game (Mad Max). Keep in mind I was streaming with OBS Studio (using VAAPI) and it did impact performance a bit.So far I am impressed with the performance even on modest hardware.No overclocking was done.
