Guiding "collective intelligence" is not a new idea. The Prussian school model was crafted to create a culture that makes the perfect soldier. Which, depending on your goals, could mean the perfect citizen. That is - if your outcome is to create a malleable individual with deference for obedience.

Zoom out for a second and consider yourself an individual cell in the collective of human activity. Call that human super collective a larger consciousness. You could fracture that consciousness into other, smaller consciousnesses dependent on ideas in humanity. Race, tribe, religion, ethnicity - all of it could be broken down into memes, and those memes would guide the direction of the overall consciousness of the individual who agrees with those ideas. In theory, if you understood those ideas, had the resources to guide them, and the time and opportunity, you could control or predict the movement of most individuals. If you think of things that way, a forced mass psychosis could be seen as a worldwide MK-ULTRA.
