LOUISVILLE, Ky. (WDRB) -- Officials with the Louisville Metro Police Department released new details Tuesday about the fatal shooting of a man by an LMPD officer Monday afternoon, including the name of the officer who fired his weapon.

That officer has been identified as Officer Michael Johnson of LMPD's First Division.

"We have been reminded far too often lately just how dangerous this job of policing is," LMPD Chief Steve Conrad told reporters on an online feed.

The incident took place shortly after noon on Monday outside a parking garage near the intersection of Gray Street and Floyd streets.

According to Lt. Ted Eidem of LMPD's Public Integrity Unit, an officer with the Heritage Creek Police Department was working off duty at the Dosker Manor housing complex at the 400 block of East Muhammad Ali Boulevard. While there, that officer spoke with security employees who said they had been having trouble with a man who had been threatening residents, saying he had a gun and using racial epithets.

Police say that man was identified as 44-year-old Jessie Stringfield, who had an outstanding bench warrant.

Stringfield had last been seen leaving Dosker Manor on foot. The Heritage Creek Police officer later spotted him near the corner of South Preston and East Chestnut streets. When Stringfield saw the officer, he took off running in an eastbound direction.

At that point, Eidem said the officer requested assistance from LMPD, saying that Stringfield was known for carrying a handgun.

A University of Louisville Police officer monitoring the LMPD frequency spotted Stringfield outside the parking garage at Gray Street and Floyd Street.

Johnson also responded.

Video from Johnson's body camera released by LMPD on Tuesday afternoon appears to show what happened next. Stringfield walks out of the parking garage.

"Freeze mother-[EXPLETIVE]!" Johnson shouts. "Get on the ground! Mother-[EXPLETIVE] get on the ground right now!"

"Why?" Stringfield asks.

"Because I'm gonna shoot your [EXPLETIVE] if you don't!" Johnson yells.

At that point, another officer walks up to Stringfield and tries to grab him in an attempt to take custody. The two begin to struggle.

"Get down on the [EXPLETIVE] ground!" Johnson shouts.

According to Eidem, Stringfield tried to pull a handgun during the struggle.

At that point on the video, Johnson fires his weapon, hitting Stringfield, who then falls to the ground.

Police released a second video taken from the body camera of a female officer who responded to the scene moments after the shooting. Stringfield can be seen still moving on the ground.

"Keep your hands where we can see them," the female officer says.

In that video, a handgun can be seen on the ground, feet away from where Stringfield fell.

Eidem said officers recovered a handgun that was in Stringfield's possession.

According to Conrad, Johnson has been with LMPD since June 2008. He is now on administrative reassignment while the Public Integrity Unit investigates the incident.

Eidem said he is glad the officers weren't harmed.

"The officers were fortunate with the outcome that they were able to respond quickly with the weapon on them without the two them being hurt," he said.

LAS CRUCES - Video surveillance footage and 911 calls of man who had been loitering in front of the convenience store overnight, suddenly attacks a mother with three children — seemingly without provocation — before punching several employees and patrons who tried to intervene. The man's rampage continues until a 16-year-old high school wrestling champ comes into the store and pins the suspect, holding him down until authorities arrive.

Daniel Beltran Arroyo, 21, of Phoenix, is eventually arrested and charged with one count of kidnapping, four counts of battery, two counts of assault and two counts of child abuse. He's being held without bond at the Doña Ana County Detention Center.

'Call the police'
Lorraine Provencio has been employed at Chucky's Gas Station for two years and was working Wednesday morning.

In an interview with the Sun-News, she said the incident was one of the most intense moments of her life.

About 9 a.m., Provencio and a coworker were standing outside the store when a mother with three children — a 9-year-old, a 2-year-old and a 1-year-old — called to them for help.

Chucky's Gas Station in Dona Ana County, was the scene of an attempted kidnapping and assault, Wednesday March 25, 2020, until a high school wrestling star rushed from across the street, and pinned the attacker to the ground until sheriff's deputies arrived and arrested him.

The woman had just gotten off a Greyhound bus, which stops daily at Chucky's, and was waiting for an Uber.

Provencio said Arroyo — whom she recognized as having arrived on the Greyhound bus the previous day — was standing near the woman. She said she told Arroyo he needed to leave because the store doesn't allow loitering.

"And he said, 'I don't have to go, call the police,'" Provencio said.

So she pulled out her phone and dialed 911.

"I'm calling you from the Greyhound station in Doña Ana. I have a gentleman here that refuses to leave, I've got a lady here, she's got kids and this man is all up in her sh--. I've asked him to step away, and he refuses. I told him we don't allow loitering, and he says, 'call the police,'" Provencio tells the 911 operator.

'That's when everything went crazy'
After hanging up with 911, Provencio said she told Arroyo to get away from the mother. Then, Provencio said, Arroyo yelled to mother, "give me your f------ kids," and reached for her 2-year-old daughter.

"That's when everything went crazy. I'm yelling, 'no, you're not taking her kids,'" Provencio said.

Arroyo is seen on surveillance camera pushing the mother down. She falls on her back, on top of her 1-year-old, who is in a carrier. The 2-year-old also falls.

"She hit the floor and when she hit the floor, I yelled, 'can I get a man to f------ help, can I get a man," Provencio said.

The mother stands up and again Arroyo tries to grab the 2-year-old from her. As the mother tries get away, Provencio and another woman — a regular customer wearing an orange shirt — stand in his way. Arroyo is seen punching the woman in the orange shirt.

But the mother — carrying the 1-year-old on her back and the 2-year-old in her arms — and her nine-year-old running alongside are able to escape and run inside the store where they hide in a storeroom.

Arroyo is seen running after the mother, but Provencio and anther woman who was outside try to block him from entering the store. A male customer, Julio Manuel Munguia, wearing a red baseball cap, who was inside, also stands at the doorway. Arroyo is seen punching them both.

Video footage shows Arroyo backing away. Provencio is able to enter the store and Munguia tries to hold the door shut from the inside. Arroyo pulls on the door from the outside and eventually he's able to get inside. Arroyo punches Munguia multiple times. Blood splatters on the store floor.

Provencio again calls 911.

Munguia gets away from Arroyo and heads outside. Arroyo is seen turning his back to the door and heads off camera. Witnesses would later tell authorities he continued to yell for the mother and her children.

Mayfield High School wrestling champion Canaan Bower, 16, witnessed a man allegedly attempting to kidnap three children at Chucky's in Doña Ana, Wednesday March 24, 2020. The City of Denton Police Department released body cam and a press conference concerning the fatal shooting by the Denton police officer of Darius Tarver 23-year-old college student at around 3 a.m. on Jan 2.

It all began with police received multiple 911 calls from residents saying a man was acting erratically, banging on doors and shattering light fixtures in a hallway with a frying pan.
When police officers met Tarver down the stairs of his apartment building, The Forum at Denton Station, he charged at them holding the meat cleaver and a frying pan, this is when a officer involved shooting occurred and killed him.

Before Thursday, Tarver’s father Kevin had been the only person outside of the department known to have seen portions of the incident on video. He said what he saw did not match up with the police narrative of the incident.

Police Chief Frank Dixon said he did not want to release the video, but did so to avoid civil unrest after weeks of public protests demanding more transparency from the department about what happened to Darius Tarver.

The Blaine County Prosecuting attorney has determined that the officers who were forced to fire their weapons at Amber Dewitt on October 20, 2019 were justified in their actions.

Amber Dewitt died after pointing a weapon at an officer standing by her driver’s side window. Two additional officers who were standing on opposite sides of the vehicle also saw Dewitt unexpectedly retrieve a weapon and without explanation, point it at officers. The officer standing at the window closest to Dewitt saw the weapon pointed at him from approximately 12-18 inches away. All the officers involved believed the weapon was a handgun and that she was going to shoot the officers near the driver’s side of the vehicle.

On October 24th, the Meridian Police Department, which led the Critical Incident Task Force investigation, issued a news release with photos of the type of BB gun Dewitt was holding, along with images of a similar looking 9mm handgun.
Additional information:

On October 20, 2019 at 6:21 a.m. Boise Police responded to Clover Drive for a report of a woman banging on doors looking for a person who had allegedly stolen her property. The officer who arrived first on the scene spoke with the calling party and then approached the female person of interest who was sitting in the driver’s seat of a silver sedan in the middle of the road. The officer immediately noticed that the female was overly nervous, trembling and acting unusual. The officer asked the female for identification, but she was unable to produce any. The officer observed an empty holster in the vehicle and when asked about it, the female stated her nephew just got a BB gun but did not answer questions about where the gun was currently. The officer also asked the female about drugs in the car and she said there were not any drugs in the car. Another police patrol car arrived on scene and two police officers approached the car. One officer stood near the backseat door on the driver’s side and the other officer stood on the passenger side of the vehicle. During this time the first officer on scene observed a loaded syringe in the woman’s purse as she was looking through it and he took the purse and placed it on top of the vehicle. Soon after that, the officer on the passenger side of the vehicle saw the female reach under the passenger seat and a teal blue and black gun fell to the floor. The officer thought the female would acknowledge the presence of the gun and begin to back off but instead the female turned the gun to grab the grip and instantly brought it up, pointing it in the direction of the officer on the driver’s side of the car. Fearing that the officers on that side of the vehicle would be shot, the officer on the passenger side fired his weapon three times. Simultaneously, the backup officer on the driver’s side of the vehicle saw the female point the pistol out the window and he fired his weapon at the female five times. The officer closest to the window did not have time to react other than try to move away.

The female driver was pronounced deceased at the scene. She was later identified as Amber Dewitt. The Ada County Coroner found that Dewitt died from multiple gunshot wounds to the torso.

An investigation showed that Dewitt’s purse contained a syringe loaded with 50 units of a brown liquid which later tested presumptive positive for methamphetamine. Inside the purse officers also located two prescription bottles, a mostly empty Methadone bottle, 15 grams of a crystalline substance in a container and a tube of Daisy BBs. During their investigation, CITF detectives also found evidence that Dewitt suffered from depression and other mental health issues and had previously mentioned “suicide by cop,” a term used to reference a situation in which a person forces a police officer to kill them by presenting a deadly threat. Toxicology reports of Dewitt’s blood indicate the presence of Methamphetamine, Amphetamines, Methadone and EPPP (Methadone metabolites).

During the follow up investigation on scene, officers found several nearby vehicles on Clover Drive with windows that had been broken or shattered. Technicians on scene said the damage was consistent with damage caused by a BB from a BB gun. BBs were also found on the ground nearby. CITF detectives were told by those who knew Dewitt that she planned to shoot out vehicle windows in her search for the person who stole her items. None of the vehicle windows were found to have been struck when officers fired their weapons.

The Phoenix Police Department released a Critical Incident Briefing video related to an officer-involved shooting that happened on December 23, 2019.

The incident happened at 11:00 in the morning, two days before Christmas, in a busy shopping mall parking lot near 76th Ave & Thomas.

Officers of the Maryvale/Estrella Mountain Precinct responded to multiple calls of a shooting. The first caller was a woman who told dispatchers a man in his late 30s tried to take her car at gun point. She said as she drove away, the man shot her twice.

Shortly after this incident, a second woman reported a man, later identified as 38-year-old Richard Ruiz, approached her red pick-up truck. She said Ruiz held her at gun point so she opened the driver side door and ran from her truck.

Ruiz jumped into the driver seat, driving slowly around the parking lot. The carjacking victim feared he was coming after her and began screaming. She moved toward a man who was walking into the nearby shopping center.

Ruiz continued searching the parking lot for the woman as she hid between cars. The man rushed toward the business to get help for the woman. As he was entering the business, store surveillance shows Ruiz driving up to the entrance, firing his gun and hitting the man while two women were just a few feet away.

At this point, Ruiz drove away and seconds later, the first police officers showed up. The male shooting victim was able to point officers in the direction of Ruiz.

Officers followed Ruiz who circled around the parking. Approximately 60 seconds after first shooting the man, Ruiz circled back in front of the store and tried to target him again, while the wounded victim hid behind a concrete pillar for protection.

After this second confrontation with the victim, Ruiz drove off again and those same first responding officers tended to the shooting and carjacking victims.

For the safety of the victims, they were placed in the patrol vehicle and taken to a nearby medical center for help. The physical injuries were not life threatening.

While the victims were receiving medical assistance, other officers continued to pursue the suspect through the parking lot.

During the pursuit an officer utilized his patrol vehicle, ramming the pick-up truck hoping to disable the vehicle. Unfortunately, the vehicle was not affected, and Ruiz continued to drive around. Ruiz finally stopped just south of the business and left through the driver's side door armed with a gun.

Two officers fired their guns and struck Ruiz. Officers approached Ruiz and the weapon was moved away from him. Officers began life saving measures as they waited for fire personnel.

Firefighters pronounced Ruiz dead at the scene.

Officers determined that there were three victims during this incident. Two had gunshot wounds including the man seen on the store surveillance video and woman who initially called 911. Their injuries were not life threatening.

The third victim was the adult woman held at gun point while the suspect took the red truck. She was not physically injured.

The involved officers are from the Maryvale/Estrella Mountain Precinct. The first officer is 29-years-old with 3 years of service and his partner is 40-years-old with 17 years of service.

A just-released Rutland City police video of a fatal shootout that involved the son of a former longtime mayor shows the suspect firing at police.

The dashboard camera captured the incident that began with a short pursuit through a downtown shopping center plaza parking lot.

The shooting near the Walmart and Amtrak station in Rutland around 7 a.m. on Oct. 8 killed Christopher G. Louras, 33, the son of former longtime Rutland Mayor Christopher Louras.

Vermont Attorney General TJ Donovan and Rutland County State’s Attorney Rose Kennedy both announced last week that following separate reviews, they determined the actions of the four police officers who exchanged gunfire with the younger Louras were justified.

Both Rutland City Police and Vermont State Police have provided VTDigger with the video from the cruiser dash cam one of those officers, Sgt. Kenneth Mosher of the Rutland City Police Department.

The video starts about 90 minutes after police said Louras drove by and fired two shots into the Rutland City police station on Wales Street. The video shows Mosher pursuing the vehicle Louras was driving after it was spotted in the downtown shopping plaza.

In the video, Louras, while being pursued, can be seen firing from outside his driver’s side window on Mosher, who was driving behind him in the large parking lot. Mosher’s cruiser also strikes the rear of Louras’ vehicle.

The short chase ends near a set of railroad tracks on the outer edge of the parking lot.

“Mr. Louras got out of his car and fired further shots in the direction of Sgt. Mosher,” Donovan said at the press conference last week.

The four officers, while taking cover behind their vehicles returned fire, Donovan added.

“Mr. Louras fell to the ground, dropping the AR-15, he then stood up and was on the move again at which point he picked up and began to raise the rifle according to witnesses,” Donovan said. “The officers again fired at Mr. Louras, bringing him to the ground.”

Louras, who was shot multiple times, was taken to the Rutland Regional Medical Center, where he was pronounced dead, according to the attorney general.

The Pasco Police Department has released Body Camera and details from an officer involved in fatal shooting of a 18-year-old man who stabbed two officers on Dec. 14 near 18th Drive and Jay Street.

Police said Alejandro Betancourt-Mendoza, 18, stabbed officer Ben Boykin and officer Kierra Peoples while responding to a report of a theft of a cell phone.

The video shows Pasco police officers Kierra Peoples and Ben Boykin responding to the home after the 911 call.

Betancourt-Mendoza was known to carry a pocket knife.

Body camera video shows the suspect putting his hands in his pockets and officers tried to detain him.

During the chaos as Betancourt-Mendoza was resisting, his cousin, Martin Mendoza, charged at officers. Officer Jason Griffin, who was also inside the home, attempted to control him.

When Betancourt-Mendoza broke loose from the officers, he grabbed a knife and slashed both Peoples and Boykin. That’s when Boykin shot Betancourt-Mendoza. Two gunshots could be heard in the bodycam footage.

Officers Peoples put a tourniquet on Boykin’s arm as it cut an artery. Peoples, stabbed in the face, drove them both to Lourdes.

Other officers secure the scene and began CPR on Betancourt-Mendoza as paramedics made their way to the scene. He died at the scene.

Flagler County Sheriff's Office ---
While performing a security check at the RaceTrac gas station at 5893 E State Road 100 around 2:30 a.m. on February 14, a Flagler County Sheriff’s Office (FCSO) sergeant made contact with the driver of a Chevrolet Equinox in the parking lot of the business. The driver was cooperative with the sergeant.
As they were speaking, the sergeant noticed an adult male sitting in the back passenger side of the vehicle with marijuana in plain view near his feet. The sergeant gave commands several times for the passenger to place his hands on the seat in front of him. The male, later identified as 22-year-old Austin Flores (DOB 4/30/1997), did not comply with the sergeant’s commands and began stomping his feet continually in the vehicle. The sergeant heard what sounded like metal drop inside the vehicle while Flores was stomping.
Flores soon exited the vehicle and when the sergeant grabbed his wrist, Flores pulled away and continued to be argumentative and uncooperative. Another sergeant arrived on scene and was able to escort Flores to the ground in order to secure him in handcuffs.
An inventory of the vehicle revealed a 9mm semi-automatic handgun directly under the front passenger seat, consistent with the backseat passenger pushing it under the front seat. Deputies also found 14 grams of marijuana scattered on the passenger floorboard and underneath the front seat in the immediate area where Flores was seen stomping inside the vehicle.
“Thankfully no one was hurt during this interaction. This situation could have gone a lot differently,” Sheriff Rick Staly said. “Our deputies never know what they may encounter, even on a routine security check. I continually remind them to think tactically and dress for survival. Guns, drugs, and felons don’t mix.”
Flores is a convicted felon since 2018 and is therefore not allowed to possess a firearm. Flores was arrested and charged with Possession of a Firearm by a Convicted Felon, Possession of Marijuana, Battery on a Law Enforcement Officer, and Resisting an Officer without Violence. He was booked into the Sheriff Perry Hall Inmate Detention Facility where he is being held without bond.

Before San Jose police officers shot a suspect they saw starting a fire, cops tried deescalating the confrontation and used non-lethal weapons with no effect, authorities said.

Two officers opened fire when those techniques failed because 32-year-old Jose Antonio Delossantos charged at them on Saturday Jan. 4 shooting at an Arco station , according to Police Chief Eddie Garcia.

The suspect survived what was the San Jose police department's first office-involved shooting of 2020. Delossantos remains in a hospital.

The police had allegedly confronted Delossantos after spotting him stuff a wad of paper into a gas pump nozzle near the Eastbridge Mall.

Using training they had learned in conflict intervention, the police spoke to Delossantos for four minutes in an unsuccessful attempt to calm him, Garcia said. They escalated the situation by firing bean bag shotguns and Tasers before using their firearms, officials said.

"I don't know if any amount of training is ever going to prepare you really how to deal with that," said Garcia. "What I'm pleased is the fact that they truly tried to deescalate the situation."

Delossantos appeared to be mentally unstable or under the influence of drugs, Garcia said.

"There was a very ominous laugh that the suspect had. There was something going on," Garcia said. "Obviously, very erratic behavior, but we don't know exactly what was causing him to light that pump on fire."

Waukegan, Illinois --- The Waukegan Police Department released body camera (2) and a civilian phone footage Wednesday of an officer-involved shooting that left a 35-year-old man Asuncion J. Gomez- Guerrero’s car on Feb. 3, 2019 dead on Super Bowl day 2019.

Officers were called about 2:30 p.m. on Super Bowl Sunday of 2019 for reports of an “unknown problem” at a home on the street outside the Gomez-Guerrero family home in Waukegan in the 3500 block of Windhaven Drive, prosecutors and Waukegan police said. A responding officer arrived to find Gomez-Guerrero apparently trying to leave in a gray Honda with an 18-year-old woman in the passenger seat.

After the shooting Gomez-Guerrero’s car continued to drive away until it hit a telephone pole a block away, police said.

Gomez-Guerrero, 35, was taken to a hospital, where he was pronounced dead, according to the Lake County coroner’s office. An autopsy found he died of gunshot wounds.

The 18-year-old woman who was a passenger in the vehicle suffered minor injuries in the crash and was taken to a hospital, police said.

Illinois State Police, Lake County State’s Attorney Michael Nerheim released a report in August 2019 stating that Villafuerte acted “reasonably and appropriately” in using deadly force during the incident.

A 17-year-old in Florida ran into all sorts of trouble when he attempted to leave the school parking lot on the way to an orthodontist appointment.

From the driver's seat of his pickup truck, the teen sat through a standoff with a police officer and school employee that escalated almost immediately.

William Miller, a student at River Ridge High School, in New Port Richey, Florida hit a human roadblock while he traversed the campus' exit lane. As the police officer's body cam footage shows, his path was obstructed by a golf cart, the police officer and the River Ridge Discipline Assistant, Cathy Bond.

Miller claimed he ought to be free to go, that he had a legitimate excuse to leave school grounds. Both adults claimed he was truant.

The video has exploded since Miller's mother, Nedra Miller, obtained the recording from the Pasco County Sheriff's Department and posted it on her Facebook page in late January 2020.

At time of writing, the video has been viewed over 85,000 times and beckoned over 1500 comments.

The video begins in the middle of the argument. Presumably, the police officer turned his body cam on when things initially escalated.

Upon beginning the recording, it only took about 16 seconds for the police officer to make the profane threats.

"You're gonna get shot you come another fu**ing foot closer to me. You run into me, you'll get fu**ing shot."
Nedra Miller told The Tampa Bay Times that she called the school weeks in advance to notify them of his impending absence.

The 3 minute long video features no diplomacy from any party. Neither the teen nor the adults accept any compromise.

All dig their heels in, Miller claiming he's free to go, Bond and the police officer deciding how he'll be punished.

Nedra Miller went on to tell The Tampa Bay Times that her son clearly wasn't an angel, but the adults should be held to a different standard than the 17-year-old.

"All three were acting like children and all three are wrong."
"But the cop more so. He's just flat out not okay to be around children. I was shocked that an officer of the law working with children would speak to my son that way."
