If the victim is driving a car, provoking a car accident is the easiest way for the CIA Criminals to stop the victim. Simply by blinding the eyes of the driver of the car coming from the opposite way by a directed-energy weapon, an accident would happen.
The other way is to impair the victim control over the gas or brake pedal momentarily.
If the victim hit the brakes suddenly, the car behind him will hit him.

The brainless animals type criminals break the victim personality in a way that is incompatible with living.

If the victim is driving a car, provoking a car accident is the easiest way for the CIA Criminals to stop the victim. Simply by blinding the eyes of the driver of the car coming from the opposite way by a directed-energy weapon, an accident would happen.
The other way is to impair the victim control over the gas or brake pedal momentarily.
If the victim hit the brakes suddenly, the car behind him will hit him.
