Sorry for the bad quality video, this was recording on a phone. I didn't have a good camera with me at the time. I have asked questions regarding the incident to staff and people in the area. it was very hard to see what was going on because the area was blocked off and the camera was bad. But to any parent that cares for there kids seeing kids in hand cuff while in there school uniform is very disturbing.
