Just because someone may go to the hospital with a co-morbidity issue and happens to test postive for COVID, it doesn't mean that COVID is causing the underlying issue by default. But that's how their treating it.
Second, according to CDC guidelines a COVID test doesn't even have to be done to label it as a COVID death. Which is a huge issue.
