Welfare is NOT a "social safety net" because if that's all it was people wouldn't be allowed to live on it permanently. It would be temporary and cut off after a certain amount of time. Welfare is a way to control people. You get them to rely on the government and that way you can get away with anything you want because people won't bite the hand that feeds them. Now, because they can't control us, they've imported a large number of people from the Third World that will never work here and rely solely on the government, creating a permanent voting block.
