It is called the Russian Roulette Theory of Covid-19 Vaccination. When the mRNA vaccines are made, the messenger RNA are unstable, they have to be cooled and probably each strand is a little bit different to the next one because of how the base parents line up.
The belief is, each vial and each lot is different, and on top of that, there are multiuse vials, there’s a lot of needles being stuck in each vial, so there’s opportunity for changing oxidation/sulphation.
There may be changes in cooling.

Dr Toby Rogers - Pfizer and Moderna, as enabled by the FDA, have come up with a scheme. The scheme is called "The Future Framework," and the idea is to skip clinical trials in perpetuity.
In five days, on Tuesday, June 28, the FDA will vote on a proposal, and the proposal says that reformulated COVID-19 shots are "biologically similar" to existing COVID-19 shots, and so, therefore, they can skip clinical trials altogether.
