On 21st August 2023 I received an wholly unsatisfactory reply from Sergeant Matheson in Leadership and Talent Department at the Scottish Police College stating,
"From the information provided we have concluded that this is not a matter that Police Scotland can address."
There is no mention of the incident number in this letter which is another sneaky manoeuvre.

We went to Police Scotland Headquarters at Tulliallan yet I receive a reply from a Sergeant at the Scottish Police College also located there.

I wrote back to Sergeant Matheson asking,
“who perused the dossier of evidence submitted in relation to Incident no. 20220120-1333 and who was responsible for concluding ‘this is not a matter than Police Scotland can address?' For ease of clarity, I would like to deem this as an FOI so the information can be released into the public domain."

I received a response dated 12 September from Sergeant Matheson stating,
"I can advise the Officers who viewed the details provided and decided it was not a matter for Police Scotland were Police Sergeant collar number H819 and Police Inspector collar number J5194."
I notice there is again no mention of the incident number in this letter I gave to him in the entrance foyer of Police Scotland Headquarters.
