The Fiscal Gap is the difference between liability and revenue (between the promises and the ability to pay). It grows when you make more promises than you can keep, or make promises which, by their nature, grow faster than your revenue does. The federal government, by making too many promises, is creating a growing fiscal gap heading us down a road which ends in national bankruptcy. Top-heavy governance is unstable and can tip over, causing a nation to collapse. James Madison (in Federalist #46) reminded us that, to prevent national collapse, ultimate power should always reside with the people. In the diagram, you can picture in your mind's eye that, the wider and wider the top (federal) layer gets, the less "democratic" the government gets--meaning that, as the federal government grows, it begins to serve a smaller and smaller fraction of the overall population (and becomes authoritarian).
