Maxime Bernier was born January 18, 1963, in St-Georges-de-Beauce. He is the father of two girls.

Mr. Bernier is a dedicated and experienced runner and has participated in several marathons. A tough and determined competitor, he once ran 106 km across his constituency, completing the run in 13 hours and raising $165,000 for the Beauce food bank.

In 1985, Mr. Bernier earned a Bachelor of Commerce degree from the Université du Québec à Montréal and entered Law at the University of Ottawa. He was called to the Quebec Bar in 1990.

Mr. Bernier has a long-standing interest in business and during his career worked for several financial and banking institutions before becoming Executive Vice-President of the Montreal Economic Institute in 2005.

Many people in the region encouraged him to enter politics. He took up the challenge and was elected Member of Parliament for Beauce on January 23, 2006, with the largest majority outside Alberta. He was appointed to Cabinet on February 6, 2006, as Minister of Industry.

His success in deregulating major portions of the telecommunications sector prompted the chair of the Political Science department at McGill University, Professor Richard J. Schultz, to write, “In terms of what is perhaps the single most important component of his Industry portfolio, telecommunications, he was without challenge the best Industry Minister in thirty years.”

Mr. Bernier also served as Minister of Foreign Affairs from August 14, 2007 to May 26, 2008.

He was re-elected to represent Beauce on October 14, 2008, again receiving the largest majority of all MPs in Quebec.

New York Governor Andrew Cuomo says changes to the federal tax code led to a growing state deficit and is causing some high-income earners to leave the state. But progressive groups, some Democratic state legislators, and even some millionaires, are pushing back against that assertion, saying there’s no hard evidence that any wealthy New Yorkers are leaving.

The governor met with President Trump on February 12 to try to convince him to change back the tax code, and he started a nationwide campaign to try to get the tax code overturned. He says the new limits to deductions for state and local taxes from federal income taxes, known as SALT, harms people in relatively high tax states like New York. Many wealthier New Yorkers will now have to pay more in taxes than under the old system.

New $10 Viola Desmond bills are being rejected by old cash machines

Hundreds of thousands of cash-handling machines across the country have had to be upgraded to handle Canada's distinctive new $10 bill, featuring a vertical portrait of Nova Scotia civil rights advocate Viola Desmond, while some others still awaiting changes are rejecting the distinctive banknotes.

Ensuring vending and other machines can read the new polymer note requires a software upgrade for each device.

Spencer Baxter, owner of Value Vending Services in Nova Scotia, said his 125 devices simply won't accept the new bills. Upgrading them all, which he has yet to get a chance to do, costs about $10 each excluding driving and labour time to get to the machines at various locations.

The Royal Canadian Mint is releasing a new $1 coin design next year, commemorating the 50th anniversary of the decriminalization of homosexuality in Canada.

Same-sex sexual activity between consenting adults was decriminalized in 1969, two years after then-justice minister Pierre Trudeau introduced amendments to the Criminal Code, famously declaring "there's no place for the state in the bedrooms of the nation."

The new coin design was approved by the government of his son, Prime Minister Justin Trudeau, on Dec. 14.

Illinois Democrat Pushes Ban on ‘2nd Amendment Sanctuary’ Declarations

Illinois State Rep. Terra Costa Howard (D) is pushing legislation to make it illegal for counties to declare “Second Amendment Sanctuary” status.

Her bill comes as counties in Colorado, Illinois, and New Mexico reject state-level Democrats’ push to place more and more gun control on the back of law-abiding citizens. On March 10 Breitbart News reported that 25 of New Mexico’s 33 counties have declared “Second Amendment Sanctuary” status to show they will not enforce their Democrat Governor’s latest gun control law.

US oil production has sustained its upward climb, underscoring nervousness about excess supply that has unravelled the market for crude.

The record 11.475m barrels per day that oil companies pumped in September was 1.98m b/d higher than in September 2017, the US government said on Friday. That was the second biggest annualised increase on record, after August this year.

The latest monthly snapshot is of particular interest as Opec and allied producers meet next week to weigh curbs on their output. US supply has increased at the same time as volumes from Saudi Arabia and Russia, energy giants that have co-ordinated on oil policy for the past two years.

Export Development Canada playing loose with loan risks: Auditor-General report

Export Development Canada is mishandling loan risks and keeping board members in the dark about key financing arrangements, according to a scathing report by federal Auditor-General Michael Ferguson.

“The audit found a number of weaknesses in risk management that, when combined, amount to a significant deficiency,” the Auditor-General said in a statement Monday.

Mr. Ferguson faulted the Ottawa-based export lender for not adequately tracking potentially risky loans, failing to keep up with industry norms, being slow to fill vacancies on its board of directors and keeping information from directors that they need to “fully understand” the risks facing the agency.

A Brief History of Gun Control in Canada, 1867 to 1945

Bill C-68's enormous cost overruns continue to generate intense controversy over the rationale and efficacy of Canada's firearm controls.

But conflict in Canada over regulating firearms is nothing new. It has occurred many times since Confederation. In the first of two articles, I will provide a brief history of the federal government's efforts to regulate the ownership and use of firearms, and to outline the context in which these regulatory actions took place.

European settlers to North American viewed their firearms as essential for providing food and necessary for both personal protection and the common defense. The modern idea that private gun ownership constitutes an unacceptable threat to public safety would have been viewed as little short of bizarre by our eighteenth- and nineteenth-century ancestors.

In fact, up until the late twentieth century, private gun ownership was generally regarded as essential to defend Canada against external aggression (virtually every adult male was required to belong to the militia, and to provide their own firearms), and to protect the citizen against domestic tyranny.

No Right to Bear Arms in Canada? You might want to re-check your history.

What!!! you say? That’s preposterous! There is no right to bear arms in Canada. Never has been. Never will be. The basis of our ancient English common law rights, the Magna Carta, established in 1215, enshrined the right of freemen to keep and bear arms for the defense of their homes and the nation. Flash forward almost five centuries later to 1689. For the better part of fifty years, a continuous succession of internal conflicts destabilized England, which had been governed, albeit unsuccessfully, as a republic from 1649 – 1660. Though sympathetic to the Monarchy, our ancestors persevered to severally limit the power of the King and fought to place even stronger protections on their ageless freedoms. This brought about the English Bill of Rights (where America’s founding fathers derived the Second Amendment), a revision of our first great constitution, which unequivocally states: “Subjects which are Protestants may have Arms for their Defence”.

“Democratic Socialism” Is a Contradiction in Terms

Why are so many young Americans suddenly calling themselves democratic socialists? I think many of them simply want to distinguish themselves from socialists who might have supported dictatorial regimes such as the former USSR and Maoist China or who, today, might support North Korea. They want to signal that, for them, political liberty is just as important as, say, economic justice.

But are the concepts of democracy and socialism even compatible?

No. While socialism’s goals may be lofty, its means are inherently at odds with democracy. In the end, “democratic socialism” makes no more sense than “voluntary slavery.”

Democracy

Democracy means different things to different people. To some, democracy is an end in itself, a goal that may be worth sacrificing lives for. To others, democracy is at best a means for making a small government somewhat responsive to its citizens or a means to transfer political power peacefully. Thus, as F.A. Hayek wrote in The Road to Serfdom, “Democracy is essentially … a utilitarian device for safeguarding internal peace and individual freedom.”

Client claims Toronto lawyer asked for $100K ‘finder’s fee’

A GTA man who paid a Toronto family lawyer about $200,000 in legal fees says the lawyer later wanted an extra $100,000 as a bonus after his divorce case was settled.

Asim Khan told Global News the lawyer, Tilda Roll, initially refused to release the balance of the roughly $1-million settlement until the extra charge was paid.

“Tilda suddenly dropped a bomb on me,” Khan said, referring to what she initially called a “bonus” and later a “finder’s fee.”

UCP leader Jason Kenney prepared to hold referendum over equalization payments

If Alberta can’t get its oil to international markets in a timely manner United Conservative Party leader Jason Kenney said he is prepared to hold a referendum to amend the country’s constitution.

During a luncheon in Canmore on Thursday (March 14), he said if he is elected he will let Albertans vote in a referendum on the federal government’s equalization program, which relies heavily on Alberta to support provinces that are struggling economically.

In December, the federal government announced $18.86 billion of equalization money would be transferred to the provinces, including more than $13 billion to Quebec. Alberta receives nothing through the agreement, but sends billions annually to Ottawa.

“We Albertans are generous, we pride ourselves on sharing some of our prosperity with other parts of Canada when times are good here and bad elsewhere, but what we can not abide are politicians, or governments in other parts of the country benefiting massively from transfers generated from the hard work and resources of Albertans only then to seek to block those resources and damage our economy,” said Kenney.

Texas House passes bill legalizing lemonade stands run by children

The Texas House passed a bill on Wednesday to legalize lemonade stands run by children.

The bill, sponsored by Texas Rep. Matt Krause (R), legalizes temporary lemonade stands and other stands selling nonalcoholic beverages operated by minors on both private property or public parks, The Dallas Morning News reported.

"Today is lemonade freedom day," Krause said after the bill received initial approval on Tuesday. “It's a great day for our Texas entrepreneurs."

The measure overturns a ban from the Texas Food Establishment over heath concerns from homemade drinks.

A similar bill was passed by Colorado state lawmakers earlier this month.

Dozens of MPs also collecting government pensions

A CBC analysis of the ethics filings of Canada's 338 MPs found that 36 MPs reported receiving pension income on top of their salaries. Nearly 20 per cent of those MPs were getting pensions from either the federal government or the Canadian Armed Forces.

Most of the 36 MPs are getting pensions from various levels of government or public service jobs. Only two MPs are receiving pensions from private sector companies: New Democrat Scott Duvall, who gets a pension from steel producer ArcelorMittal Dofasco, and Conservative Peter Kent, 74, who gets a pension from Global Communications.

One MP, 72-year-old Liberal Ramesh Sangha, is collecting a pension from India's air force.

While roughly half are 65 years or older, some of the double-dippers are as young as 48.

Not all MPs get pensions, former parliamentarian cautions

Former Liberal MP Glen Pearson says that those who have a career before going into politics have to decide whether to give up their highest-earning years to serve the public.

Of course, a winning candidate for federal office immediately earns a salary far beyond that of most Canadians for the years they're in Parliament — just under $158,000 a year (the average family income in Canada in 2010 was $76,600, according to Statistics Canada).

But if they don't make it beyond one election, they've lost out on their highest earning years in their previous career, Pearson points out.

Pearson won a byelection in London, Ont. on Nov. 27, 2006. He was defeated by Conservative MP Susan Truppe on May 2, 2011, giving him four and a half years in office.

Pearson, who is now too old to return to his previous career as a firefighter, often runs into former constituents who refer to what they assume is his huge pension.

The salaries of Canadian members of parliament (MPs) are adjusted on April 1 each year. Increases to MPs salaries are based on an index of base-wage increases from major settlements of private-sector bargaining units maintained by the Labour Program in the federal Department of Employment and Social Development Canada (ESDC). The Board of Internal Economy, the committee which handles the administration of the House of Commons, does not have to accept the index recommendation. On occasions in the past, the Board has put a freeze on MP salaries. In 2015, the MP salary increase was significantly more than what the government offered in negotiations with the public service.

For 2015-16, the salaries of Canadian members of parliament increased 2.3 percent. The bonuses that members of parliament receive for extra duties, for example being a cabinet minister or chairing a standing committee, were also increased. The increase also affects severance and pension payments for MPs leaving politics in 2015, which, as an election year, will be larger than normal.

With 34 seats in Alberta & 14 seats in Saskatchewan, and 14 seats in Manitoba our overall impact on swaying the election is minimal. Those running for office need only to focus within Ontario with 121 seats & Quebec with 78 seats to win the election and govern the entire country.

Taking into account the massive increase in immigration projections, and the fact that an overwhelming majority of immigrants settle within Ontario & Quebec, the direction of our Prairies will soon be determined by those who have just gained Canadian citizenship - many of whom have never stepped foot in the Prairies or understand our economy.

Saudi Arabia contributes 1% to global carbon emissions. As minimal as these numbers are, our federal government has attacked the Prairie Oil & Gas industry while importing Oil & Gas from Saudi Arabia, a country that overall contributes more Carbon globally than the Prairies - a nonsensical approach to reducing carbon emissions. **Carbon emissions created by transportation of oil from Saudi Arabia to Canada not calculated into overall Saudi Arabia contribution**.

4.) The combination of Bill C-48 & shutting down of the Energy East project is a direct attack towards the Prairie Oil & Gas industry. These hypocritical actions by the federal government are beyond transparent as oil tankers flood the East coast with foreign oil.

Alberta RCMP hope new rules that allow them to demand a breath sample from any driver they pull over will deter drunk drivers from getting on the road.

The mandatory alcohol screening that comes into effect on Dec. 18 means officers can approach every car they pull over with a portable Breathalyzer for screening.

RCMP traffic services Supt. Gary Graham and Sgt. Brent Robinson, an impaired driving specialist with the RCMP traffic unit, demonstrated the test Monday at K Division headquarters.

Graham said on Dec. 1, RCMP officers took part in National Impaired Driving Enforcement Day. Out of the 11,895 vehicles checked by the Alberta RCMP on that day, 23 charges were laid..

Big Tobacco Companies to Pay $15B Settlement in Canada’s Biggest Class Action Suit

A Quebec judge just issued a historic ruling, ordering three big tobacco companies to pay $15B settlement in Canada’s biggest class action suit. Andre Lesperance, an attorney for the plaintiffs, said, “These three companies lied to their customers for 50 years and hurt their right to life. It’s a great victory for victims as well as for society in general.”

The suit began as two separate actions that were later merged. One was filed by widow Lise Blais soon after her husband, Jean-Yves, succumed to lung cancer. Mrs. Blais was present at a press conference in Montreal where she asked people to quit smoking. While holding photographs of her late husband, she said, “Your health is completely lost.”

The ruling was issued by Quebec Superior Court Justice Brian Riordan after years of testimony and six months of deliberation. The opinion in 276 pages long and orders the three defendants – Imperial Tobacco, Rothmans, Benson & Hedges and JTI-Macdonald – to share payment responsibility.
