The mother of a 19-year-old Seattle man fatally shot during last summer’s Capitol Hill Organized Protest (CHOP) has filed a federal civil-rights lawsuit against the city, alleging officials were negligent in allowing Seattle police to abandon the department’s East Precinct and surrounding area, a decision that invited “lawlessness and … a foreseeable danger” that led to his death.

Donnitta Sinclair, whose son Horace Lorenzo Anderson was shot and mortally wounded across the street from Cal Anderson Park early on June 20, alleges in her lawsuit that bad decisions, confusion, miscommunication and poor planning by city officials contributed to his death.

As millions of renters across America continue to benefit from sweeping protections against eviction during the COVID-19 pandemic, their landlords haven't been so fortunate.

According to Bloomberg, nearly $47 billion in rent relief from the Biden Administration has been slow to materialize, forcing "mom-and-pop" landlords into financial hardship - or forced to sell to wealthy investors. John Helmer III covered the windows of his hat and apparel shop in downtown Portland with fabric every night last summer. By doing so, he hoped to prevent his shop from becoming a target for vandalism while avoiding the cost and eyesore of putting boards over his windows.

As protests died down in the fall, Helmer decided those measures were no longer necessary. And earlier in April he noticed an increase in sales and foot traffic around his store, giving him hope that normal conditions might be returning downtown

An unnamed informant. Plainclothes FBI agents. Tactics typically used in drug cases or serious crimes are being used by police monitoring protests in Portland, according to court records.

Activists and civil rights attorneys fear this police surveillance may violate the right to free speech - a risk they worry outweighs any potential benefit.

“I think it has a potential chilling impact on First Amendment speech,” said J. Ashlee Albies, a civil rights attorney in Portland.

Albies worries the tactic may deter law abiding citizens from participating in demonstrations and undermine trust between law enforcement and the community.

“If they feel like the person next to them is a government informant, they’re going to be less likely to participate,” Albies said.

There has been a pile of trash at the corner of Burnside and Northeast 160th Avenue for nearly a year. It has caused a rat infestation and even caught fire at one point, yet the city has said it doesn't meet the criteria for removal.

Random items, including a car door and baby items, started piling up months ago and now span nearly half a block, according to Merry Skuse, who lives in an apartment complex nearby.

"It's been growing more and more but it's been here for a year," said Skuse. She said that she had a rat on her patio that she attributes to the trash pile's infestation. She said that a neighbor had a similar experience.

However, the problems don't stop there. The trash pile at one point caught fire. Hazmat crews removed some used syringes —but the rest of the trash remained.

Seattle city crews on Friday removed a controversial homeless camp that had taken root near a Seattle Public Schools campus on the same day that a proposed amendment to the city charter was modified.

City Hall was also abuzz after it was revealed that the Seattle police officer that had previously headed the Navigation Team, which worked to relocate encampments, had resigned after it was found that she had abused her authority.

The city cleanup at Miller Playfield in Capitol Hill occurred without any confrontation between anti-sweep advocates, police and municipal workers.

Police officers were present at the camp that had grown dramatically in size over the last several weeks.

More plywood boards are being put up in windows around downtown Portland after another riot turned destructive.

Around 100 rioters gathered at Director Park downtown Friday night, smashing windows at businesses and setting a fire that spread to the Apple store.

"I got a text from an employee saying sorry to hear about your damage," John Helmer III, Owner of John Helmer Haberdasher, said. "And I'm going 'what damage?' When I left last night, everything was fine."

Helmer's business had one window smashed in during Friday night's riot. Luckily, he says the window was double-paned and decided not to board up after learning it could cost him $5,000 per window.

Florida is on track to implement an “anti-riot” law that would include requiring state approval for decreases to city police budgets.

The bill passed mostly along partisan lines in the state’s Senate on Thursday in a 23-17 vote and has already passed the state’s House in a 76-39 vote, the Orlando Sentinel reported.

The bill says that a city cannot cut its police budget without approval from the state. It also raises the charge for protesters who destroy historical structures, including flags and memorials, to a felony.

Washington Gov. Jay Inslee has signed a "right to counsel" measure that makes Washington the first state to ensure that low-income tenants have legal representation when faced with an eviction.

The new law will provide attorneys to tenants who receive certain public assistance, have been involuntarily committed to a public mental health facility, can't afford a lawyer or who have incomes at 125% or less of the federal poverty level.

Several cities, including Seattle, have passed right to counsel laws, and seven other states are considering similar measures.

With the number of COVID cases climbing and hospitalizations on the rise, King County may be forced to slide back to Phase 2.

Many business owners are on edge because of that.

Nathan’s Barbershop in the University District of Seattle is going to be hit hard if King County rolls back.

“It will be even worse that we are right now,” said Haitham Almaamar, owner of Nathan’s Barbershop.

Police declared a riot Friday night in a demonstration where people shattered glass and scrawled graffiti while marching through Northwest Portland.

The riot declaration came hours after Portland’s mayor and acting police chief urged the public to safely stand up to the black bloc group of demonstrators who continue to plan “direct actions” around the city that routinely end with shattered windows, fires and other vandalism.

Both officials said they believe residents are fed up watching the threats and destruction by a small group of “self-described anarchists.”

Jean Bentley is a retired nurse from St. Paul, Minnesota, who, back in January, picked up a shift at a nearby clinic that was short-staffed for the day.

When her shift was over a little after 5 p.m., she walked out to the parking lot to start her car.

The verdict came in the trial of Derek Chauvin yesterday. He was found guilty on all three counts in the death of George Floyd.

But BLM and Antifa folks who claimed that they had been marching for “justice” were still not happy, with many of them calling for the elimination of policing completely.

In Portland, they proved with their actions, once again, how much policing is in fact needed. They called for “rage,” no matter what the verdict turned out to be yesterday.

A couple of weeks ago, Mike Holzgang sat down for lunch with a client he was showing downtown Portland office space.

"There's no way in hell we're renting here," the client told Holzgang, a commercial real estate broker for Colliers.

As they entered the building Holzgang was showing, the client explained, somebody reached out from a tent on the sidewalk and tried to grab the client's ankle. That was a deal breaker.

The incident might have cost Holzgang a commission. But he remains pretty upbeat about the Portland market.
