FIRST STORY
On January 4, 2019 Deputy Keenan Wallace of the Faulkner County Sheriff’s Office responded to a service call about an aggressive dog in Shiloh Estates, Arkansas.
The dispute began around 4:30 p.m. when a woman standing in the road in front of Doug Canady’s home pointed a gun at the dog and in the direction of his home. He told the woman to put the gun away and when she did so, she replied that she was going to call authorities.
Canady went to a gas station and, when he returned, deputy Wallace’s vehicle was in the street near his home. Soon after getting out of his vehicle, deputy Wallace approached the home and Canady began filming the interaction.
SECOND STORY
On July 8, 2017, Minneapolis Police officer, Michael Mays ,responded to a false security alarm call at the house of Jennifer LeMay,

Deputy tortures restrained man -breaks his hand and pepper sprays prisoner
Waverly, OH — Some police officers in America are so prone to violence that they cannot resist the urge to bash in the faces of anyone who rubs them the wrong way. As the following video shows, even completely restrained and harmless individuals restrained in chairs are not safe from this tendency of cops snapping into violent rages.
A Pike County Sheriff’s deputy was allowed to quietly resign earlier this month after being caught on video pepper spraying a man who was completely restrained in a restraint chair and then punching him multiple times in the face.
The incident took place on November 18 at the Pike County Sheriff’s Office but the public is only just learning about it. The victim, Thomas Friend, 27, was taken to jail on charges of disorderly conduct. Once inside the jail, we found out quickly that Pike County Sheriff’s Deputy Jeremy Mooney was the only one being disorderly.
For a misdemeanor offense of disorderly conduct, Friend was placed into a six-points restraint chair with his entire body completely restrained. He couldn’t itch his nose if he wanted to, much less attempt to pose a threat to a deputy. Nevertheless, as the video shows, Mooney douses the man in the face with a hefty dose of pepper spray outside the jail.
The subsequent chemical attack was so painful that Friend writhed in agony in the chair and tried to back up, causing the chair to fall over. As he is left on the ground, Mooney walks over to him once more, where he pepper sprays the restrained man once more.
The pepper spray was only the beginning of Friend’s nightmare, however. After getting dragged back into the jail, Mooney — for unknown reasons — decided to start pummeling Friend’s face with his fist.
He would unleash a fury of punches to the restrained man’s face — making brutal contact at least 11 times.
During the attack, a sheriff’s office supervisor, Sgt. William Stansberry, walks into the room and does nothing to stop his fellow officer from torturing the restrained man. This cop was witnessing a crime in progress and didn’t so much as say, “hey, stop that.”
“Talking with him, I think he realizes he should have said something or done something,” said Interim Pike County Sheriff Jim Nelson.
No kidding.
Another deputy in the room actually did do something, however, and alerted his superiors that Mooney was torturing a restrained man. When Nelson found out about the incident, he put Mooney on paid vacation, which is reportedly required by his union contract.
According to Nelson, Friend was unruly in the transport van that morning, which made Mooney lose his temper. He stopped short of justifying the violent deputy’s actions and said that he believes Mooney should face criminal charges.
“Anybody’s that’s in law enforcement, it’s something you have to deal with. You have to have the right mindset,” Nelson said. “Anybody’s that’s in this line of work, you know you’re going to be treated like that at times. It’s just the way it is.”
When the investigation began into this violent cop, he quietly resigned to avoid any repercussions. This is a move made by so many criminal cops. Instead of facing the consequences of their internal investigation, they quietly resign and the investigation is dropped. These officers then become gypsy cops and are simply hired at the department down the road.
There is a chance that Mooney will actually face accountability, however. After the video was seen by the county prosecutor, he recommended the FBI step in to investigate.
“It was disturbing to watch,” prosecutor Rob Junk said. “After reviewing it, reviewing the reports, I got a hold of the FBI. We made a copy of the case and the videos for them. I requested they review it for any possible federal criminal charges.”
Going further, after it was determined that the supervisor failed to stop Mooney’s attack on the restrained man, he was suspended for two weeks without pay and demoted from the rank of sergeant to corporal.
“This absolutely has to be criminally investigated by an outside agency. I am going to make sure that is absolutely done,” said Junk.
“This is the first case of excessive force that I know of. I’m not sure if there’s been others or not,” said Nelson. “With all of the publicity that we get down here, I do feel it’s just another black eye on Pike County and that’s not how our department runs. I think it was just an isolated incident.”
According to the report, Friend was injured in the attack and will likely sue the department. In a case of karma, however, Mooney was also injured. Because he punched the restrained man so many times and so hard, he actually broke his hand on Friend’s face.
“If someone thinks this is OK, they don’t need to be working as a law enforcement officer,” Junk said. We agree.

Puente Arizona, an adocacy group in Phoenix, has highlighted the case of 19-year-old Valentina Gloria, who is being held on charges in a Maricopa County jail.
Gloria has been diagnosed with bipolar disorder, paranoia, depression, schizoaffective disorder and post-traumatic stress disorder.
She was charged with four counts of aggravated assault on a correction employee. She is accused of spitting at two Lower Buckeye Jail correctional officers as other employees were tying her down to a bed on Dec. 31.
She had been initially arrested and taken to jail after spitting at a nurse at a hospital where she was receiving mental health treatment. Her mother has said her daughter's reactions stemmed from her mental illnesses.
In May, a judge ruled Valentina was incompetent to face the charges and must stay in jail to receive treatment through the Restoration to Competency Program.
Gloria's mother and Puente members have said that keeping the woman in jail while she awaits trial will make her symptoms worse.
"We cannot treat a public-health crisis with cages," said Jovana Renteria, the legal director for Puente Arizona
The footage reveals for the first time the incident that resulted in Metro government paying the Beckams $50,000 to avoid a lawsuit alleging they were assaulted and wrongfully arrested and that police tried to cover up Satterly’s actions.
Now, the Beckams and their attorney want to know why an internal investigation of the incident took more than two years to complete and Satterly stayed on the street, where he used excessive force against two more citizens before he was fired in April.
“He continued to have a job and carry out two more incidents, that we are aware of,” said attorney David Johnson, who represents the Beckams. “It’s not clear how an officer could have a job after what happened in this body camera footage alone.”
LMPD hasn’t responded to questions asking why Satterly remained on active duty during the excessive use-of-force investigation and why the investigations took so long.
Nor has the department provided body camera footage of Satterly’s excessive force incidents, which WDRB requested in September. A spokeswoman said at the time those recordings could take months to produce.
Charges against Beckam and his wife, Nyshan Beckam, including trespassing and resisting arrest, were dismissed in September 2017.

Cops Dump 10 Rounds Into 82yo Partially Deaf Man Because ‘He Couldn’t Hear Them’
November 21, 2019
Gary, IN — An 82-year-old “granddaddy” is currently fighting for his life after police opened fire on him Sunday night. According to the family, the elderly victim is partially deaf and couldn’t hear the police commands, so they filled him full of holes.
According to police, they responded to a call Sunday afternoon after someone reported a man with a gun. According to the family, Melvin Bouler, 82, was getting into his car and leaving when police arrived.
As ABC 7 reports, Adjanay Okoe is not related to Bouler by blood, but said he’s taken care of her since she was a child and thinks of him as her grandfather. She said he was visiting her mother when he got into an argument with her mother’s boyfriend, who called police. She said, however, he was already being helped into his car to go home when officers arrived.
“My mom was trying to help my granddaddy,” Okoe said. “You know my granddaddy is old, so she was trying to help him in the car and get him home … and then the police pulled up. I guess they were trying to give him instructions.”
Witnesses said they heard arguing between a man and a woman just prior to the police arriving, after which they heard officers yelling at the man as he sat inside a car. Then, about a dozen gunshots rang out.
Gary police have been tight lipped since the shooting, refusing to release any details other than the following statement.
Upon officers arrival they encountered a male armed with a gun. The male refused to follow officers orders and shots were fired. The male was transported to an area hospital for treatment. No officers were injured in the incident. The Lake County Sheriff’s Department will conduct the investigation.
Police never reported that Bouler pointed the gun at them, fired a shot, or was even holding the gun when they arrived.
The family says Bouler couldn’t understand the officers’ orders because he is deaf in one ear and so this confusion led to escalation and deadly force.
“My granddaddy is old. He can’t hear out of one of his ears. He’s 80 years old,” Okoe said. “If you’re going to be talking to my granddaddy you need to explain stuff to him. I have to repeat stuff three or four times so it’s not like he was being defiant and going against what the police were saying. That wasn’t the case at all.”
In the state of Indiana, carrying a gun in public is not illegal. Both open carry and concealed carry are legal in the state. If Bouler did have a gun, this is no justification for police to open fire on him. If he was trying to shoot them, only then would they be justified. However, this does not appear to be the case. It seems more likely that police yelled at an elderly man to obey them and because the elderly man is partially deaf, he didn’t immediately obey. His failure to immediately obey was then justification for police to open fire.
As the image above shows, at least 10 rounds were fired into Bouler’s car. He is currently listed in critical condition and is fighting for his life.
Gary Mayor Karen Freeman-Wilson released the following canned statement in regards to the shooting of the elderly man, urging the public not to jump to conclusions:
“Anytime there is a shooting in our city, we are concerned. This is equally true when there is police action involved. We are aware that Mr. Bouler’s age heightens the concern of all concerned, including his family and our citizens. We have spoken with Mr. Bouler’s family and want to assure the community that we are committed to a full investigation of the circumstances surrounding his shooting. We join everyone in praying for his a speedy recovery. Finally, I would caution the public against reaching conclusions without all of the information.”
Sadly, police officers assaulting or even killing deaf people for being unable to hear their commands is a tragic reality. As TFTP previously reported, like Mr. Bouler, Pearl Pearson Jr. learned that reality the hard way. For nearly seven minutes, Pearson, 64-years-old at the time and diabetic, was beaten and arrested by police officers as they yelled at him to stop resisting.
Last year, the taxpayers of Oklahoma were forced to pay for the brutal incompetence of the two Oklahoma Highway Patrol troopers who beat him.

Luzerne County, PA — Wyoming Valley West School District parents, whose school lunch accounts were delinquent, received a disturbing letter last week threatening to have their children kidnapped by Child and Youth Services if they don’t pay their past due balances.
The letter sent to over 1,000 parents reads in part:
You can be sent to dependency court for neglecting your child’s right to food. The result may be your child being taken from your home and placed in foster care..
