MADISON, Wis. - Dane County District Attorney Ismael Ozanne announced plans for reelection campaign at a birthday celebration Thursday night. Ozanne was appointed as district attorney back in 2010.
We really have to start thinking about how can we help people in crisis," Ozanne said.
To do this, Ozanne said a community justice center could serve as a preventative measure.
"It would be incredible if we could get a community justice center because I believe that would put positive structure in and around our youth and help us get a better ability to address juvenile issues that we are seeing right now in our community," Ozanne said.
Ozanne said the center could offer both public and private partnerships surrounding mental health and homelessness.
"We've been partners trying to find a smarter way of addressing our criminal justice system more so than just locking people up," Mahoney said.
Mahoney said he supports Ozanne's cutting edge approach to reformative justice.
"If we look at the crime spree that is taking over our community right now, with the stolen vehicles and home break-ins, we need to look at who these individuals are and what's driving that behaviors and try to address it," Mahoney said.
Ozanne said reformative justice begins by getting down to the root of what drives the behavior in the criminal justice system.

PORTLAND, Ore. (KOIN) — Some North Portland neighbors are fed up with what they say is a group of teens terrorizing the community through home and car break-ins to assaults.
Neighbors who spoke with KOIN 6 News said they don’t feel safe and have organized a community meeting to share information and come up with a plan.
Organizers of that meeting said crime began ramping up in the St. Johns neighborhood in September. One resident named Stephanie shared a video she took at the Diamond Nails Salon where, she said, a group of teens got violent with employees as they left the salon without paying.
“They were very violent and scary with them and one of the people who work there actually got hurt,” Stephanie said. “You can tell they are very dangerous and aggressive. They had no empathy for the owner.”

White was also found not guilty of possession of an instrument of a crime but was convicted of tampering with evidence. The jury deliberated for seven hours over the course of two days before reaching a verdict.

“They took my love. They took my soul mate. They took my everything,” said Midge Zdenek.
Midge, who suffers from cerebral palsy and is wheelchair-bound, says it all started with the knock at the window.

According to court records, Michael’s next-door neighbor Katrina Griffith lured the victim outside to see about repairing a scratched van.

PALO ALTO, Calif. (KGO) -- Police in Palo Alto are asking for the public's help as they try to track down a group of suspects who robbed a man two times in his own Airbnb rental.
Around midnight, the owner of the home showed up to the house, when he received a notification that his smoke alarm had been activated.
Police say he was surprised to see a party when he rented his home to only two people.
"He's going from room to room, trying to get people to leave. He's in a bedroom and he's approached by two male suspects. They push him to the ground, they take his wallet and they also take his cell phone," said Janine De la Vega, the public affairs manager for the Palo Alto Police Department.

DALLAS (CBSDFW.COM) — An armed man who broke into an Apple store in Dallas was shot dead by a security guard early Tuesday morning.
Around 2:30 a.m. Oct. 8, the suspect attempted to break in to the Apple store on the 3100 block of Knox Street near McKinney Avenue. Police said a witness stated he was wearing full body armor and was armed with an assault rifle.
The suspect attempted to disarm the security guard — a retired Dallas police officer — but was unsuccessful. The security guard was able to pull his weapon and fired multiple times, striking the suspect.
The suspect — described as an adult black male — was taken to Baylor Medical Center, where he subsequently died.
The Dallas Police Department’s Special Investigations Unit is conducting an investigation.
Apple has since released the following statement:
“Our teams are working closely with local Dallas Authorities regarding an incident at our Knox Street Store. At about 2:30 am today, an armed man entered the back of the store while construction was underway and an altercation ensued with an on-duty contract security officer. Michael O’Hara said he and his wife Grace were leaving dinner at The Choptank when they noticed a fight off the property.
“I walked literally into a fight starting and they had just hit this guy I guess he was 45 years old or somewhere in that area,” he said.
Security footage captured O’Hara, a former Baltimore Guardian Angel who volunteered with the non-profit for five years doing unarmed crime prevention, instinctively jumping in to help.
“Guardian Angel stuff kicks in. I tried to diffuse the situation saying back off guys this isn’t worth it, and as I looked to the right my wife was trying to call 911 and one of the boys had grabbed her,” he said. “That’s when I switched and ran over and knocked him off of her.”
O’Hara says the suspects then knocked him to the ground and beat him sending him to the hospital.
O’Hara says he's still shocked by what happened and upset no one stepped in to help him.
“Nobody really helped us which was kind of shocking. I think everybody is upset that the security guards at The Choptank did absolutely nothing, they basically told us to go away,” he said. “As an officer you need to come help."

BALTIMORE (WBFF) – Courtney and Jon Coles decided to leave Baltimore earlier this year and move to Lancaster, Pennsylvania after a day in January they say they will never forget.
“We stopped at the lights on Light and E Lombard and the squeegee boys came up and we told them no,” said Jon Coles. “They hit the window on the car and they hit the car and then I got out and asked them to wait in the car.”
Jon says he got out of the car to protect his three children inside, and pulled out pepper spray which didn’t work.
He says the squeegee kids came toward him.
“They started throwing squeegees and stuff at me. They hit me in the back of the head with a squeegee and banged the car more after I got in, and it broke off and hit my wife in the lip and busted her lip open. They took off running after that,” he said.
The family says they filed a police report and police confirmed they were investigating after the incident in January.
The Coles say they even sat down with then Mayor Catherine Pugh, but in the end after 26 years in the city Jon said he felt it best to uproot his family and leave.
“After that happened I started seeing more incidents with them. It was just getting bad downtown. They were everywhere,” he said. “I didn’t want to work in the city anymore. That was one of the reasons why. The homicide rate is going up the violence is getting worse and that’s just topping it off.”

LORAIN, Ohio — The video is hard to watch, especially for the victim's mom.
"I got chills, I started to cry, to see my son there so helpless, nobody wanted to help him," said Holly Smith while holding back tears.
The recording shows a student walking up to Smith's son and punching him. We are not identifying either student because they are both minors.
Smith says the school did call her after the incident Friday, but when she picked up no one was on the other line.
She tells News 5 the school never called back or left a message, so she contacted her junior directly.
"The messages weren't clear," she said. "I said you know what son, its OK, I'm going to come to school I'm going to find out what's going on."
When Smith got to Lorain High School she says she couldn't see her son for 45 minutes.
"I'm looking at my son and he's still not looking really, he looked really faint," said Smith.
She immediately rushed him to the hospital where she learned he had a concussion, broken nose and a busted lip.
"The officer came back to me, the principal came back to me and told me that he lost a lot of blood. If you know he lost a lot of blood, it should have been immediate paramedics and it wasn't," she said.
Smith says the school wouldn't press charges until she insisted. The accused attacker is now charged with felonious assault.

Margery Magill was on her regular rounds walking dogs for residents in Park View, her latest charge a tiny yellow pit-bull mix. She was headed back to an apartment building on Irving Street NW when she was killed Tuesday night by a man police believe was a stranger.
For no reason authorities can immediately discern, a man repeatedly stabbed the 27-year-old Magill about 8:45 p.m. and then ran, the District’s police chief said.
Her screams of “Oh, no!” and “Help me!” alarmed a couple winding down a quiet night at home. They rushed outside and found the dog, sitting by itself, howling, its leash loose. Then they saw Magill lying on her back, bloodied, her eyeglasses on the sidewalk.

The tumult took place after second period. One student was allegedly attacked by a group of boys who went looking for him. Friends came to his defense. Many senior students were involved.

DESOTO, Texas - Multiple students have been suspended from DeSoto High School after a big brawl.
The fight broke out Monday in the hallways of the school south of Dallas. Police say the fight was supposed to happen Saturday, but the students postponed it until Monday.
In an email, DeSoto police say they responded to “a fight involving several teenagers, three of which are basketball players. This incident stems from a disagreement over a girl.”

Bradley Dixon said his grandmother's home on Mebane Oaks Road in Mebane was broken into on July 12, 2019.
Two weeks later, 29-year-old Andre Marquis Owens was arrested by the Alamance County Sheriff's Office following an investigation, according to a press release.
"I remember getting a call from my grandma at 8:30, 9 p.m. at night, which is not typical," said Dixon.
Dixon said his grandmother's house was broken into during an approximately 30-minute time frame in the late morning when she had left her Mebane home.
"They forced the storm door, and then they attempted to force the main dead-bolted door, and then when that failed, I guess they took a donkey kick and forced it from behind and kicked it open," said Dixon.
The grandmother returned home to find her drawer's dumped out, things thrown everywhere, and house in total disarray, Dixon said. In terms of what was stolen, Dixon said his grandmother prefers not to share those details, but called police right away.
After the crime, Dixon turned to social media to help find who robbed his grandmother's home.
He wrote a Facebook post, which has since accumulated almost 3,000 shares.
"That is extremely frustrating that we are entrusting the government to protect us, but they are allowing these cases to be continued, and it allows these criminal who are habitual to leave jail instead of waiting in jail for the trial," said Dixon.
Owens was arrested May 2018 for numerous breaking and entering charges and used multiple vehicles for the crimes, according to the Orange County Sheriff's Office Facebook page.
Owens' is currently listed as awaiting trial for 119 charges and as arrested May 2018, according to the Alamance County Sheriff's Office inmate inquiry website. His bond is now set at $985,000 for a long list of charges including possession of weapon by a felon, larceny after breaking and entering, cruelty to animals, and larceny of a firearm.

CLEARWATER, Fla. (FOX 13) - One year has passed since Markeis McGlockton was shot and killed in a Clearwater convenience store parking lot. The man who pulled the trigger, Michael Drejka, stands to face a jury next month.
It was one of the most closely watched 'stand your ground' cases in the state. That is until Drejka's defense team announced in June that they wouldn't use the immunity law to try to beat the homicide charges.
Drejka's attorneys are expected to argue self-defense in the killing of McGlockton
Following the shooting, it took one month for sheriff's deputies to arrest Drejka. Initially, Pinellas County Sherrif Bob Gualtieri said he couldn't arrest Drejka because evidence showed the shooting to be a potential stand your ground case.
"That was a slam to the ground," Gualtieri said a day after the shooting. "So, he pushes him. He violently goes down to the ground. So, he's sitting there, he takes the gun out and what he's saying is in his mind -- the next thing he's thinking -- is, 'This guy's going to come at me again,' and he fires."
FLINT – A jury acquitted former Michigan State basketball star Mateen Cleaves on Tuesday on all charges in his rape case in Genesee County Circuit Court.
Cleaves is the Flint native who led Michigan State to the 2000 NCAA championship. He faced up to 15 years in prison if he had been convicted of unlawful imprisonment, assault with intent to commit sexual penetration, and criminal sexual conduct.
A jury of nine women and three men began deliberating his case at 1:45 p.m. and reached a verdict in about 2½ hours.
"I want to publicly apologize to her because I never should have put her in this situation," Cleaves said. "She's a great wife and a great mother to my kids."

The NYPD sergeants’ union urged members to “pay close attention to every word” of an overtly racist video that the group shared over the weekend — in which an unidentified narrator bemoans “Section 8 scam artists and welfare queens” — before quickly deleting it, The Post has learned.
“Pay close attention to every word. You will hear what goes through the mind of real policemen every single day on the job. This is the best video I’ve ever seen telling the public the absolute truth,” reads an email sent to union members Saturday and signed by Sergeants Benevolent Association president Ed Mullins that contained an embedded version of the video.
The roughly 15-minute video kicks off with footage from a fatal Los Angeles police shooting as someone raps, “Don’t make the blacks kids angry.”
“One of the most astonishing aspects of police work in an urban environment is that almost literally no one has a job,” the unnamed narrator says, descending into one of several racist rants during the nearly 15-minute video.
“A presidential administration succeeded in forever vilifying its nation’s police while simultaneously granting blacks crime as their new entitlement,” the narrator says later.
The video, which was also posted to social media Saturday, was quickly taken down and the union president apologized for the gaffe.
Mullins told The Post he had gotten the video from a retired sergeant who was a “pretty good guy” and hadn’t listened to the narration before sending it out.
Mullins said he had seen footage of the shooting before — without narration — and thought it would be a “good tactical video” to share for training.
It was taken down about two hours later, according to Mullins, after someone sent him an email asking, “Did you listen to this thing?”
“There is no one to blame but me for the video that was distributed,” Mullins wrote in a follow-up email to the union members apologizing for the video’s content. “For those members who may have been offended by the video, I sincerely apologize.”

DETROIT (FOX 2) - The heat and humidity is on but for a family in Detroit, they were left in the heat after someone pulled up to their home and stole their home air conditioning unit.
The crime was captured on Paul Duda's Ring Doorbell camera on the city's east side. Surprisingly, Paul is pretty chill about it.
"If the people themselves are watching, I just really hope that you needed it more than we did," Paul said.
Outside, the cord is cut and the unit is just -- gone.
While Paul is chill about it, he is concerned about his 2-year-old son.
"I also hope, maybe they consider giving it back. I don't know that that's actually what would happen," Paul said.

A routine traffic stop turned into a violent war inside of a gas station ... with a massive NFL player fighting a cop AFTER being hit with a taser and TMZ Sports has the unbelievable video.
A police officer in Lathrup Village, Michigan pulled over 23-year Malik McDowell -- a 6'6", 300 pound defensive tackle -- on a snowy February night after he witnessed McDowell's Jeep spinning out on the road after speeding.
During the stop, which took place in front of a gas station, the officer ordered McDowell to stay seated in his car, but Malik disobeyed -- and repeatedly demanded to speak with a supervisor.
As the officer continues to verbally engage with McDowell, who was selected by the Seattle Seahawks in the 2nd round of the 2017 NFL Draft, he tries to leave his vehicle and walk into the gas station convenient store.
The cop grabs McDowell and tells him to put his hands behind his back ... but again, McDowell disobeys and begins to fight back against the officer, knocking over shelves of food in the process.
The officer repeatedly warns McDowell to stand down or else he would be tased. Once McDowel's on the ground, the officer instructs him to get on his stomach, but the NFL player refuses ... so the cop deploys his taser.
That's when McDowell rips out the prongs -- while he's being tased -- and attacks the officer.
The two wrestle around the store until backup officers eventually arrive and help take McDowell into custody.
At one point during the struggle, McDowell tells the officer, "Don't shoot me."
The backup officer, who helped subdue McDowell, later wrote in a police report that Malik "grabbed for my gun as I was trying to grab his arm."
