CENTENNIAL, Colo. — An Aurora man is facing 15 charges, including for first-degree attempted murder, in a hit-and-run crash earlier this month that investigators believe was deliberate, leaving two boys injured, the Colorado State Patrol said Thursday.
Oghaleoghene Atunu, 21, was arrested Saturday on charges related to reckless driving and leaving the scene of a crash.
Additional charges were filed after investigators, in conjunction with the Arapahoe County District Attorney’s Office, found evidence that suggests the crash was intentional, the Colorado State Patrol said.

ELK GROVE (CBS13) – Three home invasion suspects are in custody after a neighbor armed with a golf club chased them out of an Elk Grove home.
The homeowner ran out of the house, officers say, while the neighbor confronted the suspects in the home – thinking they had a gun.
They got into a fight and the suspects tried to strangle the neighbor – and stabbed him twice – before running off.
All three suspects were found with a pellet gun a few blocks away and arrested. The three have been identified as 21-year-old Ivory Spratt, 20-year-old Kymon Anderson and 19-year-old Zamir Alshabazz.

Mass shooting events in suburban settings such as Parkland, Fla., get a lot of public and political attention. They involve multiple victims shot by the same person at one location — a shattering blow to a single community.
Yet the urban toll of gun violence is much higher — and in Philadelphia, a frequent event. Shootings in the city often take place in different neighborhoods and involve different residents. But for the victims’ communities and the hospitals responsible for treating them, having multiple bullet-ridden patients come to the emergency room all at once from various locations can be as devastating as the more widely reported single-site mass shootings.
A new study from Temple University found that Philadelphia has seen 244 clusters of three or more gunshot patients rushed to a single hospital at once in an 11-year period. On three occasions, six or more patients were brought in as a single cluster.
The study analyzed data from the Philadelphia Police Department on more than 14,000 firearm injuries between 2005 and 2015. Researchers looked at how many patients arrived at the same hospital within 15 minutes of each other — considered a patient cluster.
Seeing clusters of gunshot patients is a near daily occurrence in Philadelphia, said Jessica Beard, a co-author of the study and a trauma surgeon at Temple University Hospital. Doctors call the influx of patients “an everyday mass shooting.”

CHICAGO (WLS) -- Police said as many as 500 teens, many broken into groups of 50 to 100, congregated in Millennium Park and Michigan Avenue Wednesday evening.
About 30 people were arrested, mostly Chicago Public School high school students, police said. Police had some administrators come downtown to apparently identify some of the students involved.
The arrests were made for fighting, trespassing, disobeying police and harassing people, police said. No serious injuries were reported.

Social media, a warm night and spring break for Chicago Public Schools all combined to draw hundreds of teenagers downtown for the evening Wednesday.
It’s a perennial issue in Chicago as summer comes: Teens connect with hundreds of others within seconds online and congregate in the Loop and along the Magnificent Mile, sometimes resulting in chaotic encounters with officers trying to contain the crowds.
Officers in the downtown and Near North Side districts over the years have used a variety of tactics, including directing the teenagers onto trains and buses that carry them out of the area.
But such strategies have raised concerns about the rights of teenagers who aren’t causing problems, especially when most sent away from downtown are black and from the South and West sides.

Three people have been arrested in connection with the murder of a Lewiston man during a brawl last June. The death of 38-year-old Donald Giusti came at a time of rising ethnic tensions in the city and sparked a call for peace by immigrant community leaders.
Authorities say one of the juveniles, a 17-year-old male from Lewiston, was charged with manslaughter. His first court appearance is scheduled for Friday at 1 p.m. in Lewiston District Court.
Officials say a 13-year-old male from Lewiston was also arrested in connection with the incident, and charged with misdemeanor assault.
Giusti died after being severely beaten during the brawl last summer that Lewiston police estimated to involve as many as two dozen people. Some claimed that racial conflict contributed to the fight, which prompted the city to establish a curfew.

James Sapone, 48, who went by Anthony, was about to go out to dinner with his fiancée, Amy Sprandel, about 9 p.m. Monday in the 2700 block of Cherokee Street when they were approached by a man, Sprandel said Wednesday afternoon.

A Cleveland teenager was sentenced Thursday morning on a slew of charges he pleaded guilty to earlier this month, including two counts of attempted murder in connection with a brutal attack on an elderly couple.
Eddie Burns was sentenced to 27 years in prison for the string of robberies and attempted murders. Burns, now 17, took a plea deal March 14, 2019, and pleaded guilty to 10 counts of a 56-count indictment.
The indictments state Burns went on a crime spree from August 10, 2017, to Feb. 7, 2018, leading prosecutor Mike O'Malley to call him an "urban terrorist."
The attempted murder charges involve the beating and subsequent robbery of a 76-year-old Cleveland woman and her 81-year-old husband on March 22, 2018. The husband was hospitalized and died a week later, according to the Cuyahoga County Medical Examiner’s Office.
Burns was previously charged with the robbery of former Channel 19 reporter Lacey Crisp while she was out on assignment. He was also charged with robbing an Amazon delivery driver and a Spectrum Cable worker, in addition to others.
He has a juvenile record dating back to when he was 13 years old.

Lynch says she went back to feeding the neighborhood cats. As she continued down the sidewalk, she says the suspect reemerged, presumably thinking she was following him. That when Lynch says the suspect turned around and pointed his gun at her head, threatening to kill her.
Lynch threw the cat food in the suspect's face as self-defense, and batted the gun out of his hand. That's when she says the gun when off, shooting her in the leg. Lynch called 911 and the suspect took off for good this time.
Lynch says the bullet is still lodged in her leg, and she's being monitored in intensive care.

Five junior varsity football players at Damascus High School have been charged with raping four of their fellow male teammates on Halloween.
Sources confirm the five accused players used a wooden broomstick to sodomize the victims. The attacks, which school administrators have called "upsetting and unacceptable," happened following afternoon dismissal in the boy's locker room near the gymnasium. The four victims were picked, in part, based on their age and level of athleticism, sources add.
On Friday, Montgomery County Police charged three of the players with two counts of second-degree rape and two counts of attempted second-degree rape. A fourth player was charged with three counts of second-degree rape. The fifth player was charged with one count of attempted second-degree rape.

The juvenile suspect — also known as the so-called ringleader in the Damascus High School locker room sexual assaults — will be tried as a juvenile due, in large part, to ADHD.
“We believe this mental condition led to this behavior because it went untreated,” Wright opined in court. “There is a treatment model far superior to the punishment model for a 15-year-old child.”
The juvenile suspect was born in South Africa, but came of age in the Democratic Republic of the Congo where, like Wortman, people quickly noticed his abnormal level of agitation and unrest.
In 2014, the juvenile suspect immigrated to the U.S. with his mother and three sisters, now ages 17, 15, and 7, due to “political unrest” in the Congo. They settled in a Clarksburg, Md. townhome. The family is of Christian faith and values education. The suspect's mother is currently taking college courses, while his older sister was recently accepted into Penn State University.
During their multiple counseling sessions, Wortman claimed the suspect was polite, and even opened the door for his mother. He shared a desire to one day attend college and later become a Navy SEAL. He also expressed remorse for his actions.
“He’s very sad about it. He doesn’t understand why he does things,” Wortman testified. “He said he wants to ‘unbreak’ [his mother’s] heart.”
“It began in sixth grade,” said assistant state’s attorney Carlotta Woodward. “Now that it’s escalated to first-degree rape, now they have a problem, they’re saying it’s all because of ADHD.”
Prosecutors reminded the judge that the suspect— who is 6 feet 1 inch tall and 245 pounds — “selected small boys to victimize” and was “laughing” while wielding the wooden broomstick in the freshman locker room on Halloween Day.
“This was a premeditated, planned attack,” Woodward added. “And this wasn’t the first time The evidence shows the defendant was part of a similar attack earlier in the year.”

I’m so scared for my Black students. I can’t speak about any other demographic. I work with Black students every day and I am so scared about what I see. More and more they seem less and less interested in academic endeavors. We talk so much about having more technology in the classroom but today I saw that, even with an engaging web-quest lesson loaded with opportunities to use technology, watch videos, and work at their own pace, there were still those students who just refused to put forth any effort towards learning.
I don’t know if it’s because I’m a Black teacher but I couldn’t help but notice that it was all Black children who fit that disengaged demeanor. I got so frustrated that I had to ask a colleague to step in my room for me so that I could step out. I needed to release the tears that were welling up in my eyes. My educational philosophy coupled with my real life exposure to the school-to-prison-pipeline has created a hyper-vigilance in me to ensure that my students do their absolute best. I see Black children who aren’t doing what they need to in school and I get scared. It’s not an imagined or far-fetched fear. The fact remains that Black children who don’t do well in school are at greater risk of being further marginalized by society via incarceration and poverty.
Do you know what I see when I look at my Black students who are falling between the cracks? I see kids who are undereducated and over-disciplined. I see kids who are crying out for love and attention. I see kids whose creativity is mistakenly touted as disruption. I see kids who are simultaneously angry and misunderstood with no viable outlet for a positive expression of their angst.

Baltimore is a small town and it is officially divided into nine geographical regions, with over 200 different neighborhoods that are as individual as they are different. I have found that the only way to get a true sense of the lifeblood of this city is to immerse yourself in the different neighborhoods, walk the streets, visit the corner stores, and talk to the people. I would argue that there are two Baltimores, one white and economically advantaged, the other Black and economically challenged—separate and unequal. This system of economic apartheid is like a virus, in that it impacts every aspect of a person’s life from air quality to life expectancy, from clean drinkable water to lack of dependable regular city services, and from literacy rates to murder rates.
We live in the richest state in the country but within Baltimore City, a predominantly Black city, white residents make almost twice as much as Black residents. Unemployment rates for young Black men are three times higher than for young White men and 61% of Black children live in low-income households that have incomes that are less than two times the poverty level. Black Baltimore is struggling. To be clear: life expectancy within Black neighborhoods, like Upton and Druid Heights, where the median income is about $13,388 a year, is only 63 years and the residents have a three times higher rate of dying from heart disease, eight times higher rate of dying from diabetes, 15 times higher rate of dying from homicide, and 20 times higher rate of dying from HIV than in Roland Park, a predominantly white neighborhood, less than five miles away, where the median income is about $90,492 and the life expectancy increases by 20 years. Two Baltimores—separate and unequal.
I asked the students to give me a sense of what they believe is happening at their school and in this community. “White people hate us,” Peyton, an 11th grader, shouted, “because we’re Black and they think we’re poor.” “Facts,” Amir agreed, “They hate us. Flung onto her bed, stripped and beaten by a stranger who had tricked his way into her Bronx apartment, a feisty 83-year-old woman tried to thwart a sex attack by asking him one question, she told the Daily News Monday.
By then the suspect, Gary Mallette, 51, had yanked down her pants and punched her when she tried to push him off. He was apparently planning to rape the octogenarian but she was saved when her cousin and daughter came rushing into the apartment.
He knocked on the victim’s door about 12:50 p.m. Saturday. The woman said she never opens the door to strangers, but the suspect told her he was a housing worker checking on a bathroom leak. Two days before, a real worker had checked on a leak in the apartment, so the unsuspecting woman said she let the suspect in when he said the same thing.

A dozen teachers in Metro Nashville Public Schools agreed to discuss rampant student violence in a Teacher Town Hall coordinated by WTVF last weekend that focused on student discipline policies promoted by district superintendent Shawn Joseph.
The policies fall in line with efforts by the Obama administration to reduce the disproportionate number of suspensions for minority students, mostly by keeping kids in school who don’t deserve to be there and disrupt learning for their classmates.
In school districts across the country, the federal government encouraged schools to exchange suspensions for talking circles, counseling, or other restorative justice techniques that teach students there’s no serious repercussions for bad behavior.
Numerous Nashville teachers who spoke to WTVF described their schools as “total chaos,” with some receiving injuries and death threats from students with no help from administrators.
“I mean, there’s just no accountability for the students,” high school teacher Laura Leonard said.

On Sept. 13, a woman walked into the bedroom of her house in Gates Mills to find a man standing there. Prosecutors said Howse pointed a gun at her, but she ran, locked herself in a bathroom and called 911.
The following day, the Jurevicius family had just finished dinner when Joe Jurevicius noticed a light on in the barn behind his home and went outside to check. That's where Howse forced him to open a safe while he held a gun to the back of his head, according to prosecutors. Jurevicius said the man repeatedly threatened to shoot him.

3 missing Dodge County people have been found dead. Law enforcement says the missing person case is over and it is now officially a murder investigation.
The Georgia Bureau of Investigation says all 3 people who went missing are dead and two men are in custody, one charged with murder. For one Dodge County woman, it's just the latest tragic update.
"It's very abnormal. That's not like my children -- I don't go a day without talking to Mercedes hardly," said Tootle. She says her 17-year-old daughter Mercedes Hackle, Mercedes' big brother Ronnie Hackle, and his fiance Bobbie Lynn Moore called this place home. But days earlier, Dodge County Sheriff Lynn Sheffield says they'd gone missing on Tuesday.
For Tootle, when we spoke to her before the GBI announced they'd located the bodies, she was already dreading this possibility. "I literally fell down in my yard to my knees and I broke down, and I sat there and cried and cried and cried," Tootle said Thursday.
Two men are now in custody. Jonathan Vann and Kayante Green are under arrest in connection to the deaths. Vann is facing three counts of murder, while Green is facing 3 charges for concealing a death. The GBI also charged Vann with arson for allegedly burning the car in Berrien County.

New York entrepreneur and 2020 Democratic presidential candidate Andrew Yang said disaffected members of a “shrinking, insecure white majority” could begin targeting Asians for mass shootings within a generation.
“And who is going to be the boogeyman of the next 10 to 20 years?” Yang rhetorically asked his audience. “Who’s going to be the great rival to the United States in the eyes of American society? China, that’s right. And so, what do you think the attitude is going to be over time for the shrinking, insecure white majority that’s losing their jobs for, let’s say, Chinese Americans or Asian Americans?”
The Venture for America founder made the comments in December 2018 at an event called “A Glance at US Politics from Asian Americans,” hosted by Yuan Media, but is likely making the rounds on Twitter now thanks to the Democratic candidate’s growing name recognition.
Yang recently gained the 65,000 contributions from individual donors necessary to appear in the first Democratic debate, likely thanks in no small part to a February appearance on Joe Rogan’s podcast. He is calling for a $12,000 universal basic income (UBI) of $1,000 cash per month for every individual in the United States.

Reports suggest that Bhutto was fatally shot outside a convenience store and the attack was driven by a neighbourhood dispute. Family sources told The Express Tribune that the attacker lived on the ground floor of Bhutto’s apartment building.
The area is infamous because of criminal activities. One of his friends, Mushtaq Rajpar, a freelance columnist who lives in Washington DC, said, “The area is so dangerous, but Jawaid who was against racism would always say it is ‘stereotype propaganda’ against African Americans and opted to live there.”
He said Bhutto who had intensively worked on ‘mysticism’ was still conducting research on the subject. “Despite living in US, he had strong roots in Sindh and would get in touch with people and its culture.”
Jawaid Bhutto also gained popularity in 1990s while fighting against the murderer of his sister Fouzia Bhutto who was killed by the then PPP MPA Rahim Bux Jamali. “His sister was a student of Nawabshah Medical College and was killed by a feudal lord on refusing to marry him,” Kumar said.

This video is a compilation of media coverage of the Monday, March 4th, 2019 brutal Robbery that occurred along the 7400 block of Waring Avenue just after 4:00 p.m. In the various stories, one thing stands out — the statement made from our Los Angeles City Council member that crime is down doesn’t match up with neighborhood / merchant sentiment and with official LAPD crime maps and even our own reporting. In fact, L.A. City Attorney Mike Feuer himself toured the business district on Tuesday, March 12th and told Melrose Action that “there’s been 13 – 13 street robberies recently compared to 4 – 4 a year ago” and we are going to do all we can to stop it (paraphrasing here), a sharp contrast to Council member Koretz statement made outside of Pinks’ Hot Dogs… Years ago, City Attorney Mike Feuer was the past council member for our area.

LOUISVILLE, KY (WAVE) - Four schools within the Jefferson County Public Schools district are under fire, facing a lawsuit that alleges the students and staff are forced to deal with “unsafe and hostile environments.”
The four schools involved in the lawsuit are Jeffersontown High School, Coleridge-Taylor Montessori Elementary, Seneca High School and Fern Creek High School.
“We don’t have any more secure doors, no alarms, no metal detectors and why is that?” Tamera Collins said.
One of the cases involves a fight between students at Jeffersontown High in August of last year where counselor Sharita Bransford was injured. She said she called out for school security several times and no one came to help her.

They tell NBC 15 a female teacher was choked and punched by a special needs student in the science wing.
“She was screaming for help in the hallway and that's what we heard,” students said.
Officials with the school district say on Monday, a parent lunged at an assistant principal at Baker High School sending them both to the ground.
“This ain’t nothing like it used to be they used to not have all this,” Davidson parent Billy Whetley said.
Parents are perplexed, especially after hearing Williamson high school’s principal speak out just last week about his attack.

“We need more security, I agree with that,” Whetley said, adding “I agree with that 100 percent.”
Mobile has a director of security, 12 unarmed school resource officers and some outside security guards.

The fact that there’s so much glee about news that the actor Jussie Smollet allegedly lied about a late-night attack by two MAGA-hat wearers last month indicates how racist and homophobic some people are.
Conservative commentator Ann Coulter has already tweeted, “Alright, this particular hate crime turned out to be a hoax, but let’s remember, ALL OF THEM are hoaxes. #Smollett.”
The thing is that even if Smollett is found to have lied about what supposedly happened to him during the wee hours of Jan. 29, after leaving a Chicago Subway restaurant, racism remains America’s original sin.
Hate crimes increased substantially after President Donald Trump’s 2016 election. You can’t unsee those disturbing 2017 images of torch-wielding white supremacists in Charlottesville, Va.

JACKSONVILLE, Fla. - A man was killed and five other people were wounded in a mass shooting early Wednesday morning after a rap event at a gentlemen's club, the Jacksonville Sheriff's Office said.
Just after 2 a.m., according to police, a silver Chevrolet Tahoe riddled with bullets arrived at Memorial Hospital, dropping off six people, including Willie Addison, with gunshot wounds.
Investigators said they learned that the six people in the Taho attended a rap music event at Paradise Gentlemen's Club on Baymeadows Road, between Philips Highway and Interstate 95 in the Deerwood Center area, just prior to the shooting.
Investigators said they believe at least one shooter fired from another vehicle that pulled alongside the Tahoe and that the shooting was a targeted act of violence against the people in the Tahoe.
Surveillance video from nearby Wacko's Gentleman’s Club captured moments right before the shooting. In the video, an SUV drives past on Emerson Street, followed by two more vehicles before witnesses who were outside said they heard gunfire.
According to Florida Department of Corrections records, Addison, who is described in court documents as a certified gang member, was released from prison in June after serving six years in prison for burglary and perjury convictions.

AKRON, Ohio - An Akron mother said her son's school should have done more to respond to a classroom fight that left the 12-year-old with head injuries and a concussion.
Cell phone video recorded by a student and shared on social media shows a confrontation between Liam Zirkle and a group of students that included an exchange of punches and several students kicking Liam while he was on the ground.
More than thirty seconds into the video of the fight, a teacher is heard telling students to "chill out" before making her way to Liam, prompting the other students involved to stop kicking him.
"I am disgusted," Liam's mother, Autumn Zirkle, said. "I could not believe there were two teachers like five feet from him."
She said a school administrator called to tell her about the fight before sending Liam home on the school bus, but she did not know how many other students were involved or the extent of the attack until she saw the cell phone video Friday night.
She filed a police report Saturday and took Liam to a hospital where she said he was treated for a bruised wrist and head injuries. Zirkle said Liam was experiencing nausea and was diagnosed with a concussion after returning to the hospital Monday.
She said the attackers had been bullying her son throughout the school year, and while she did not contact school administrators about the issue because her son feared retribution, she said school staff was aware.
She said Liam told her the fight started when another student punched him in the back while he was sitting at a desk.
"You worry about them in the bathrooms, in the hallways," Zirkle said. "I don't worry about my kids in the classroom; you think there's an adult there."
Akron Public Schools Director of Marketing Communications Mark Williamson said in a statement that the district is investigating and "will talk to all parties involved to find out exactly what occurred. The classroom teacher acted properly by calling the school resource officer to intervene and by calling parents."

ATLANTA (FOX 5 Atlanta) - New video of one of the men police believes helped to kidnap four Georgia Tech students during a late-night doughnut run.
Atlanta Police said the male students decided to get something to eat at the Krispy Kreme on Ponce De Leon Avenue on Jan. 20. They were approached by two men who were panhandling near the doughnut shop around 11 p.m. One of the students gave the panhandlers $5, but that apparently wasn't enough because at least one of the men begging for money then pulled a gun.
The suspects stole the students' cellphones and forced them into a car. At this point, it isn't known if the vehicle belonged to the students or robbers.
After driving to a Wells Fargo ATM, each of the students was forced to withdraw $200, bringing the total amount of stolen cash to $800. That’s where the newly released images were taken.
The kidnappers continued to drive around with the students still in the vehicle. Police said when the car got near Mercedes-Benz Stadium, the students managed to jump and run for safety. None of them suffered any injuries.

HUNTSVILLE, Texas (KTRK) -- On Sunday, a Sam Houston State University student was bringing home extra pizza from a Super Bowl party where she had watched the game with friends.
Police say someone was watching her as she walked to her off-campus apartment in Huntsville, where other students live.
"She walked inside, and closed the door," said Huntsville PD Det. Everett Harrell. "He knocked, and asked if one of her roommates was there. It was a deception to get inside."
Harrell said the suspect held her at gunpoint, robbed her of what money she had, and after that, sexually assaulted her. He then forced her to drive to several ATMs and withdraw more cash.
"He told her he'd kill her if she tried to get away, if she called police, and said he knows where she lives," Harrell said.
The student gave information to create a sketch of her attacker's face. He's described as an African-American male, 5'9" to 5'11" with a thin athletic build. He wore a black hoodie, and over that, a distinctive denim vest.
The vest had designs on it that include a drawing of a tiger head, and the words, 'crazy tiger fighter' on the back.

Four teenage boys, all 16 or 17, have been arrested and are suspected of committing a string of 19 armed robberies throughout the Bay Area over the past month, San Leandro police said in a press release Friday.
Police said the robbery spree began in early January in downtown Oakland and included four incidents in San Leandro. Most of the robberies took place at ATM machines, according to the San Leandro Police Department.
The robbery happened when Krans was starting his walk home from Fruitvale BART after commuting from work at KCBS in San Francisco. He crossed a dark parking lot when he heard someone yell, "Hey!"
"And I was like, 'Oh crap, that's not a friendly greeting,'" he recalled. Then, he said, he saw a young man with a gun pointed at him, so he handed over his backpack and wallet. "It was over really quickly, but having a gun pointed at you is never really a fun experience."
Krans said what he wants most of the situation, now that he's gotten his belongings back, is to meet the teenagers who committed the crimes. "If anything I want to meet the kids to find out their situation. Like, 'How did you get into this situation where you felt like you needed to this?'
"One of the lieutenants said to me that they hope that these kids can get the resources that they need to kind of hopefully straighten their lives out."

Colin Flaherty Commentary Video "D.C. Council votes to decriminalize Metro fare evasion" - 91% of Arrest Are Blacks on DC Metro - black mob violence criminality crime jump the turnstile
The D.C. Council voted Tuesday to decriminalize Metro fare evasion in the District, citing concerns over soaring enforcement levels and disproportionate enforcement against African Americans.
The law passed an initial vote of 11 to 2; Metro Board Chairman Jack Evans (D) — who also is a Ward 2 council member — and Council Chairman Phil Mendelson (D) cast the dissenting votes. Under the legislation, criminal fare evasion penalties of up to $300 would be replaced by a $50 civil infraction that would not appear on a criminal record.
Council members sparred over the issue upon the bill’s final reading, as statistics reflected the reality of Metro’s fare evasion crackdown. Data show fare evasion arrests, citations and warnings have risen dramatically — from 4,000 in 2013 to 15,000 in 2017.
“It is endemic of a systemic issue and problem which this legislation is trying to get at, and decriminalizing is an appropriate and necessary way of trying to get at the problems we’re trying to solve,” said Council member Charles Allen (D-Ward 6), chairman of the panel’s committee on the judiciary and public safety.
Allen and other backers pointed to a disparity in fare evasion arrests that shows police disproportionately target African Americans. The bill, introduced in 2017, cited statistics from a Washington Lawyers' Committee for Civil Rights and Urban Affairs report that found 91 percent of Metro Transit Police citations and summons for fare evasion from January 2016 to February 2018 were issued to African Americans.
Council member Robert C. White Jr. (D-At Large) argued that inaction on the measure would mean “condoning” that pattern, “with an overwhelming number of black people being arrested unnecessarily.”
Evans said fare evasion citations do not typically result in arrest, though stops that begin as a failure to pay have escalated into arrests when disputes arise as police have leveled charges such as assault of a police officer. Metro Transit Police listed dozens of arrests for fare evasion — with no other charges listed — in October police blotters.
Metro does not have exact figures on how much revenue it loses annually to fare evasion, but has estimated the figure to be up to $25 million.
Evans argued against the measure, calling into question how Metro would enforce civil penalties when it can’t levy the same mechanisms someone would face if, for example, outstanding parking citations prevented them from registering their vehicle.
“By decriminalizing fare evasion we are only encouraging people to not pay their fare,” he said. “Because there is absolutely no mechanism to collect from a civil infraction.”
He and Mendelson argued fare evasion should remain a criminal offense because it constitutes theft.
“You cannot steal from Metro. You can’t steal period,” Evans said. “And if we get to a point where we say it’s okay to steal, I’m not sure where we are at this point in time.”

An unhinged man who prosecutors say vowed to “kill every white” person during a violent three-day spree is off the streets and behind bars.
Kevin Raphael is accused of descending on three unsuspecting men in late July — including one who was walking with his pregnant wife — while shrieking anti-white sentiments. He allegedly punched two of the men in the head and face as they sat on the bus.
The next day, Raphael allegedly sauntered up to a law student as he sat on the B25 bus, and said, “I hate all you white motherf–ers. You’re a f–t,” before punching him in the face.
The 39-year-old wrapped up his rampage on July 31, when he boarded the B41 and approached a doctor and allegedly started pummeling him.
“You white motherf–ers think you got it like that. You white motherf–ers,” he yelled as he wailed on the commuter, who suffered a concussion from the blows.

RADNOR TWP., Pa. (WPVI) -- Radnor Township police say they have been able to identify one of the three suspects involved in the stabbing of a Villanova University student that happened over the weekend.
The stabbing happened around 2 a.m. Saturday. the unidentified victim had just left Kelly's Taproom, a popular spot among Villanova students.
He told investigators he was walking down Prospect Avenue with a female friend when the three men catcalled her and verbally harassed them.
The victim told his friend to run. Seconds later, police say a verbal altercation turned physical and the student was stabbed in the chest.
X’Zavier Scott and a 16-year-old teen, Domanek Jackson, are charged with capital murder in the death of Tiffany Kelley. They have been booked into the Madison County Jail.
Tiffany Kelley was stabbed to death on the night of September 22, 2018 and left alongside Green Cove Road in South Huntsville.
The crime is considered capital, because the suspects allegedly planned to kill whoever they stole a car from, however they did not target Kelley specifically.
Scott told investigators that he and Jackson had hitchhiked to Huntsville from Clarke County in southwest Alabama and that they decided they wanted to go home when they ran out of money. They were at the Dollar General for about 15 minutes before Kelley gave them a ride.
The three were headed towards Kelley's house, because she only had her debit card and not her ID card. Scott told investigators that she wanted to get it first and agreed to give them a ride with her husband. In the turn lane at Ivory Lane and Green Cove Road, she was stabbed in the neck and thrown out of her car.
A family member of one of the suspects told police they were cleaning the car and burning personal items that were inside the car. However, investigators say they didn't get rid of all evidence.

All four suspects live in Englewood, according to police.

The population at the Cook County Jail has fallen below 6,000 inmates, its lowest point in decades, sheriff’s officials said Thursday.
Cara Smith, chief policy officer for Sheriff Tom Dart, said the number has been declining for some time in part because of a drop in arrests, but the biggest change came some three months ago when criminal court judges were ordered to set bail only in amounts that defendants could afford to pay.
The decline is especially significant given the jail’s chronic struggles with overcrowding. Over the years, the jail population often exceeded 10,000 inmates. At times, inmates had to sleep on mattresses on the floor because of the crowded conditions.
The jail came under the oversight of a succession of federal judges after a 1974 class-action lawsuit cited the overcrowding and other problems. A judge ended more than 40 years of that oversight in June.
Authorities credited the recent drop in the jail’s population largely to an order by Chief Judge Timothy Evans requiring judges to set affordable bail amounts for defendants charged with nonviolent felonies.
As a result, judges have been more inclined to free defendants on their own recognizance while awaiting trial. When judges do require a defendant to pay bond, it is supposed to be an amount he or she can afford — ensuring defendants are not languishing behind bars simply because they don’t have the money for their bond.

These mob-style robberies have occurred at least nine times at six Bay Area Apple stores over the span of a month, from late August to late September. In that time, thieves have pilfered at least $281,000 worth of iPhones, iPads and other Apple devices. Few arrests have been made.
The operation usually goes something like this: A handful of hooded individuals storm an Apple store. They unplug and gather as much merchandise as they can in a few seconds, then run to a getaway vehicle idling out front as customers and security guards look on.
