Recently, as heavy rains continue to fall in the province, local governments in China have quietly opened reservoirs or dug up dikes to release floodwater, resulting in severe flooding in many areas. The hardest-hit areas have also moved from Zhengzhou, the capital city of Henan Province, to its northern part.
Villagers told overseas Chinese media that the local Chinese government opened the dams of the reservoirs to the downstream rivers, the Qihe and Weihe rivers, to release the floodwaters. - 7
It has resulted in the dams in the downstream city of Weihui either breaching, collapsing, or being officially dug up, thus leading to significant flooding in the local townships.
Why do officials insist on opening the reservoir to release water when they know it will pose a great danger to the local people or downstream without issuing a safety warning in advance?

Since July 20th, heavy rainfall across Henan caused the water level of reservoirs and rivers to rise rapidly, a large number of reservoirs in Henan are releasing water to protect their own safety, and a large amount of floodwater rushed into the rivers, causing many rivers to overflow their banks.
At 10:00 p.m. on July 22nd, the Wei River’s embankment located in Xinxiang City was breached; at 8:00 p.m. on July 22nd, the Wei River’s bank in Peng Village was also breached, 30 kilometers downstream of Xinxiang; at 8:00 a.m. on July 23rd, the left bank of Weihe River in Xindian Village collapsed. The right bank has been divided according to the flood release plan, and seven flood storage areas have been activated. After the banks broke down, the floodwater was like a fierce beast, pouncing on the houses and farmlands nearby, completely unstoppable. None of the houses in the village were spared and everything was flooded.
On July 23rd, the Huojia Dam in Henan Province broke its embankment. Rescuers and people on the dam quickly evacuated, and many people fled for their lives.
After the old bank was repaired, the village of Hezhuang had another breach on the morning of the 26th, and the length was estimated to be about 50 meters.
The reservoir discharge combined with the multiple embankment breaches has severely affected Henan Province. According to the official report, as of noon on the 27th, Henan’s heavy rainfall has affected 13 million people, and 71 people were killed. It was initially verified that 29,000 water conservancy facilities were damaged. A total of 933,800 people have been transferred to avoid danger in the province, and 2.5 million acres of crops have been affected, with 360,000 acres of crop failure.
It is impossible to confirm how many of the more than 10 million people in Henan were affected by the rainstorm and how many were affected by the flooding of the reservoirs, but it can be confirmed that most of the people affected were unaware of the reservoir discharge floods.
For example, the Changzhuang Reservoir, which is only 6 kilometers away from the center of Zhengzhou City, started discharging downstream at 10:30 a.m. on July 20th, but Zhengzhou's online disaster prevention service did not inform people of the flooding until 1 a.m. the next day. People went to work and traveled normally on July 20th without a clue, which led to this major disaster in Zhengzhou.
At present, there are still several cities in Henan in a state of emergency, including Xinxiang, Huixian, Anyang, and Hebi. Large areas of villages and towns are flooded, water and electricity are cut off, and villagers are on their roofs waiting for help.
