A video shows a 12-year-old boy being manhandled, with his head bagged, by Sacramento Police
Weeks after the video was taken, and days after it went viral, Sacramento Police say they will review the arrest of a 12-year-old African-American boy who had a bag placed over his head during a 25-minute struggle with police.
According to the Sacramento Bee, the video was shared by Black Lives Matter Sacramento and led to outrage online, as viewers try to understand why police were arresting the kid in the first place as well as why he wasn’t simply released to his mother, who was standing nearby.
The incident allegedly took place on April 28, when two police officers spotted a security guard running after the child. They apprehended the boy, who tried to wiggle away and who allegedly spit in the officers’ faces. At the same time, onlookers from the carnival recorded with their phones and asked why the police were arresting such a young kid, who didn’t, to anyone’s knowledge, break any laws. The bystanders also asked for the officers’ names and badge numbers.
During the course of the video, the officers handcuff the boy, force him onto the pavement of a parking lot, and place a “spit bag” over his head, as bystanders get increasingly upset. While using a spit bag is standard procedure for adults resisting arrest, it’s controversial to use on a 12-year-old.
During the video, the private security guard says that the child is being handcuffed because he was asking customers to buy him food at a nearby Walgreens. According to the family’s lawyer, an adult chaperone asked the boy to get change from his car, and the security guard thought he was stealing from the vehicle. The child ran away when the officer asked for the car keys.
According to a police spokesperson, the boy was released to his mother after being cited for battery against a police officer and resisting officers – and no other crimes.
Tanya Faison, Sacramento Black Lives Matter founder, believes the police “should all be held accountable,” and that, “Our police should know how to handle a tiny, 12-year-old boy.”
The family of the boy have already enlisted civil rights attorneys, the Crump Law Firm, which is also handling another Black Lives Matter case in Sacramento – that of Stephon Clark, a man who was shot in his grandmother’s back yard in 2018. He was unarmed, and the police who shot him were not charged.
The Crump Law Firm has already released a video regarding the 12-year-old’s arrest.
“I am here to say one thing and one thing only: we are not going to tolerate our community, and particularly our young people, being treated the way this young man was treated,” he said.
“We want to make sure that the greater Sacramento community, the state of California and the world is aware of what happened to this young man, who was doing nothing more than trying to enjoy the benefits of a neighborhood carnival,” he continued.
“The kid’s a good kid. He’s a small, slight kid, he’s under 4-foot-8 and he weighs less than 80 pounds,” he said. “He’s a little bitty kid. None of this should have come down the way it did.”
As the case is under investigation, settlement talks are also underway between the police and the family’s attorney.
This and the Stephon Clark case are not the only Black Lives Matters incidents that Sacramento is dealing with currently. The city and the California State Police are also facing a lawsuit regarding Marshall Miles, a 36-year-old African American man who died in jail after being restrained.

The video shows the BWC view of an officer who made a traffic stop on March 17, 2019, around 11:30 PM in the area of California St NW and National Ave NW. The officer made the traffic stop for speeding as the driver pulled into the driveway of a relative’s residence. The driver refused to cooperate with the officer by providing a driver’s license or his name. The officer advised the driver that he was under arrest for driving without a license and refusing lawful commands.
The driver refused to exit the vehicle and the officer pulled him out by force. The officer utilized pepper spray to attempt to remove the driver. While the driver struggled with the officer, a backup officer delivered hand strikes to the driver’s leg and another officer deployed his Taser. The driver was subsequently placed into custody and lodged at the Kent County Correctional Facility. A second angle of this arrest by the assisting officer delivering the hand strikes is also included.
As with all uses of force, both arrests are being reviewed by the Internal Affairs Unit, Labor Relations Department, and the Chief of Police.
Faces and names have been redacted from the video to protect privacy, and profanity that may be offensive for some viewers has been muted out.

Murder Suspects Shoot at Officers -- Body Worn Camera Footage from July 11, 2018 Incident. LVMPD officers in pursuit of two murder suspects are fired at 34 times. This body worn camera footage shows the end of the chase during which officers, numerous motorists, and the public at large were in extreme danger.
Complete interaction and full Body cameras and dash cam video footages obtained directly from the Lake County State’s Attorney’s Office.
On July 23, 2018, Kenneth Martell tied, robbed, beat, and stabbed to death 88-year-old Theodore Garver in his Beaver Township home in Pennsylvania. After the murder, Kenneth Martell abducted some other individuals at gunpoint and forced them to aid Martell in the disposal of the man’s body. Mr. Martell eventually dumped the body in a lake near Mr. Garver’s residence.
A murder warrant was issued for the arrest of Kenneth Martell. That warrant was pending on July 26, 2018 when Mr. Martell was shot and killed by Lakemoor Police.
Family members of Mr. Martell would later recount to police his abuse of illegal drugs including methamphetamine. Mr. Martell had made statements to friends and family that “cops were going to kill him over a drug bust” and that he was “not going down without a fight.” Officer Tedesco was driving a marked police SUV squad equipped with emergency lights and siren. She was assigned to the Lake County District in Lakemoor and was patrolling its subdivisions. She was driving northbound on Four Seasons Boulevard when she spotted an SUV backed onto a gravel path. The vehicle had its lights off. Officer Tedesco pulled into the area facing this suspicious vehicle. She engaged her squad lights. Officer Tedesco notified her location to the dispatcher. She noted that there was no license plate on the front of the car. Officer Tedesco activated her body camera and synced it with her squad camera.
Officer Tedesco approached the vehicle. She observed a man (later identified as Kenneth Martell) in a reclined position. She then shined a flashlight on him. Mr. Martell sat up, started his car, and rolled his window down. He stated that he had been napping. Mr. Martell then stated that he was from Pennsylvania, was heading west, and had found his current location “by accident.”
Mr. Martell was asked for his driver’s license. He stated he didn’t have one. Officer Tedesco asked for any document that might have his name on it. Mr. Martell looked around his car and inquired as to whether he had done something wrong. Officer Tedesco assured him that she was checking on him because he was parked on private property. Mr. Martell reached out the window and pointed a handgun directly at Officer Tedesco. Officer Tedesco looked up and saw the gun being pointed at her. Officer Tedesco believed that Martell pulled the trigger of the gun. It did not fire. She immediately pulled the gun with her right hand and pushed it away from her. Officer Tedesco then dropped the items in her other hand and used both of her hands to push the gun down and back into the driver’s vehicle. As Officer Tedesco struggled for Martell’s gun, she attempted to call on her radio. Martell grabbed her hand to prevent her from calling for help. He reached out and grabbed Officer Tedesco and pulled her back towards the car. Officer Tedesco then saw Martell reaching for a second gun. Officer Tedesco was in fear for her life and believed that Martell was about to kill her.
It was at this point that backup Officer Anthony Loiacono appeared at the scene. Officer Loiacono approached the vehicle. Officer Tedesco pulled away from Martell’s car. As she moved back, Officer Loiacono fired a single round at Mr. Martell. Martell fell back in the seat. Officer Loiacono eventually unlocked the car and opened the door. He located two handguns inside of the car. -----The Lake County State’s Attorney’s Office

Two suspects who stole a Ford Mustang from a Palm Coast dealership early this morning and fled from Flagler County sheriff’s deputies were tracked down by Volusia County deputies who found them hiding in a residential swimming pool.
Both suspects were arrested without incident around 5:45 a.m., after Volusia Sheriff’s K-9 Endo found them in the pool at 310 West Lake Victoria Circle, DeLand.
About an hour earlier, Flagler deputies had notified Volusia deputies of a stolen Mustang that fled from an attempted traffic stop on Interstate 95 in Flagler County. The Mustang entered Volusia and exited I-95 onto I-4, where Air One tracked it from the sky as units on the ground successfully deployed stop sticks at the State Road 44 overpass.
The Mustang exited I-4 at Orange Camp Road, and the two occupants bailed out of the car shortly after that. They ran into the area of the Victoria Park subdivision, and deputies and DeLand police officers set up a perimeter and began searching. After about a half-hour, Deputy Whitson and K-9 Endo found the suspects in the pool and ordered them to crawl out.
The defendants are 19-year-old Hollins Mills and a 15-year-old male, both from Orlando, both charged with grand theft of a motor vehicle. DeLand PD also charged both defendants with burglary.
A lieutenant with the Franklin County sheriff’s office pursues a speeding stolen car driven by a 16-year-old from Michigan. During the pursuit, a 61-year-old man walking across a busy street is struck by the stolen car.
Arthur L. Smith III was a familiar figure around his Madison Township neighborhood.
An auto mechanic for 30 years before health issues sidelined him, Smith often could be found walking with his personal cart, full of groceries or sometimes scrap metal. He would walk through his neighborhood off Noe-Bixby Road or to the nearby commercial strip along Hamilton Road, where the city of Columbus cuts into the township along Route 33 in southeastern Franklin County.
It’s a route that Smith, 61, was walking on Feb. 26, a sunny, 40-degree afternoon and a welcome respite from a cold winter.A few miles away, a 2001 Chevrolet Cruze blew by Lt. Edward Schillig of the Franklin County sheriff’s office on Route 33 just west of the Fairfield County line, initially clocked at 88 mph. The lieutenant pulled out to pursue the eastbound car, intending to cite the driver for excessive speed. He soon would learn that driver Ramadhan H. Muridi and four other Michigan youths — all of them 12 to 16 years old — had been on their way to Florida in the car, which was reported stolen five days earlier. Inside were about a dozen stolen credit cards to help fund their trip, plus a credit-card skimmer.
The pursuit lasted 10 minutes, but by the end, it would be tragically intertwined with Smith’s daily routine, and it would change the lives of all involved.
The details of the high-pressure, high-speed chase are documented in the dash-cam video from Schillig’s cruiser, radio communications and investigative records.

A Gilbert woman has filed a federal complaint against a police officer from her east Valley town, alleging that she suffers ongoing brain damage from his excessive use of force during her arrest.
Bodycam video of the arrest obtained by Phoenix New Times shows the 36-year-old woman, Samantha Glass, inebriated and resisting arrest after the officer told her she was being detained at an apartment complex. She was later convicted on related charges. But whether the officer's violent take-down of Glass could have been avoided is a question that will now play out in Arizona U.S. District Court.
According to the complaint field last week, Officer Christopher Robinson of the Town of Gilbert Police Department used "unnecessary and unreasonable force" in throwing Glass to the floor after asking about an alleged vehicle burglary.
Glass "panicked and attempted to free her arm," when Robinson tried to handcuff her, the complaint states. "The Officer, while still holding Plaintiff’s right arm, put his left hand on her back, pushed her down face-first, causing her face to violently slam onto concrete."
In May of last year, a police report of the incident relates, Glass drove to the apartment complex at 230 East Civic Center Drive, where her "ex-boyfriend" lives, because he had agreed to help repair a flat tire. The complaint, written by a local attorney Glass hired, states the ex-boyfriend is actually her ex-husband, and that she drove there to meet with him to discuss issues regarding their minor daughter.
Glass was drunk, by all accounts. The two met in the parking lot, and an argument ensued. Her ex-husband walked away, taking their daughter with him to a nearby park.
In Glass' version of the incident, documents show, she decided to sit in his car and wait for him, but it was locked. The alarm went off. She instead took the stairs to his apartment and sat down outside the door, intending to speak to him when he returned.
But other residents had seen her in the parking lot and believed she was trying to break into her ex-husband’s vehicle. They called 911, which brought Officer Robinson to her ex-husband’s apartment door.

WAYNESBORO, GA - Authorities say they've cleared a Georgia sheriff's deputy of wrongdoing in a weekend shooting that left a man dead.
Burke County Natalie Pane says Deputy Eric Madison was justified in fatally shooting 45-year-old Fredrick Andrews Hadden Jr., and the sheriff's office says likely saved the life of another person.
News outlets report that Hadden had abducted his ex-wife at gunpoint and forced her into a car. The deputy stopped the vehicle on Saturday, and Hadden allegedly shot her twice as she ran away.
The deputy then opened fire, shooting 18 times as he fatally wounded Hadden.
Madison wasn't injured, and a sheriff's statement praised his actions as "heroic."
The woman is hospitalized in stable condition.
Burke County is on the Georgia-South Carolina line near Augusta.
"Dear Bad Guys,
This is the wrong county to pick to steal from. It’s just not going to end well for you. We do pursue, our K9 does bite, we have great partnerships with police in our neighboring areas, and we DON’T catch and release.
Sincerely,
The Forsyth County Sheriff's Office"
Early Friday morning, Deputies were alerted by our citizens of multiple suspects entering cars in the Evans Farms Subdivision. Deputies were able to obtain surveillance video from our great citizens and put out a lookout to surrounding agencies. Cherokee County Sheriff’s Office units near our county line attempted to stop the two vehicles and, yes again, both fled and of course FCSO pursued both vehicles, which were… you guessed it, stolen.
Sgt. Nelson, a PIT instructor for FCSO, successfully preformed a PIT maneuver on one of the vehicles, quickly resulting in two suspects being taken into custody. The second stolen vehicle was stopped by the use of tire deflation spike strips carried by FCSO Deputies on Ga 400 and three suspects fled into an Alpharetta apartment complex. After a massive manhunt, with K9 and air support. Three additional suspects are in custody, one left with a K9 bite to remember #youcantoutrunK9.
We now have three suspects who tried to steal from our Forsyth County Citizens in our Jail, two additional in the custody of the Youth Detention Center. Our FCSO Detectives are continuing the investigation, including possible gang ties by one or more of the suspects arrested.

PHILADELPHIA) -- A store employee shot and killed a would-be robber in Philadelphia on Monday afternoon.
It happened around 4 p.m. at a MetroPCS store located on the 7000 block of Elmwood Avenue.
Police say an armed man in his 30s attempted to rob the store when the MetroPCS employee, who has a permit to carry, shot the suspect.
Police say the suspect died at the scene.
"A male entered the store with a firearm and attempted to rob the store to which (the employee) discharged his firearm at the robbery suspect several times, striking him," said Philadelphia Police Captain Scott Drissel.
No other injuries were reported.
Neighbors here say they heard the shots from inside.
Local activist Joar Dahn says it's unfortunate someone has died but also says people have to protect themselves.
He also says he's grown accustomed to shootings here in the neighborhood.
"He's doing his job and standing his ground and whatever he had to do. But this is the normal in Southwest. It's an everyday thing, nothing new for us," said Dahn.
Police confirm this was the third time recently that someone had come into the MetroPCS store with the intent to rob it.
No charges will be filed after a MetroPCS employee shot and killed a would-be robber on Monday. The Philadelphia District Attorney’s Office said Tuesday police deemed the incident as a legally justifiable self-defense shooting after reviewing surveillance video from the store.
Police say the employee was legally allowed to carry.

East Cleveland police shot an armed rapist on Tuesday who had been pistol-whipping his victim.
East Cleveland, OH – An alleged rape suspect was fatally shot by police on Tuesday as he pistol-whipped a frantic woman and pointed a handgun at her head (video below).
The incident began at approximately 3:40 p.m. on Nov. 5 when East Cleveland police received a report of a rape in progress at 13855 Superior Avenue, WOIO reported.
Officers were told that a male suspect had already shot a female victim in the arm, according to WKYC.
Cell phone footage showed the officers as they confronted the irate, shirtless suspect outside an apartment building.
The victim, who was wearing a blue shirt, was lying on the ground by the armed man’s feet.
One officer had parked his patrol vehicle on the apartment lawn, and he and his partner used the vehicle as partial coverage as they repeatedly ordered the suspect to drop his gun, bodycam footage showed.
But the gunman ignored their commands and began dragging the woman across the grass by her hair, the cell phone video showed.
She rose to a sitting position and appeared to cover her face with her arms, but she did not stand up.
