A just-released Rutland City police video of a fatal shootout that involved the son of a former longtime mayor shows the suspect firing at police.
The dashboard camera captured the incident that began with a short pursuit through a downtown shopping center plaza parking lot.
The shooting near the Walmart and Amtrak station in Rutland around 7 a.m. on Oct. 8 killed Christopher G. Louras, 33, the son of former longtime Rutland Mayor Christopher Louras.
Vermont Attorney General TJ Donovan and Rutland County State’s Attorney Rose Kennedy both announced last week that following separate reviews, they determined the actions of the four police officers who exchanged gunfire with the younger Louras were justified.
Both Rutland City Police and Vermont State Police have provided VTDigger with the video from the cruiser dash cam one of those officers, Sgt. Kenneth Mosher of the Rutland City Police Department.
The video starts about 90 minutes after police said Louras drove by and fired two shots into the Rutland City police station on Wales Street. The video shows Mosher pursuing the vehicle Louras was driving after it was spotted in the downtown shopping plaza.
In the video, Louras, while being pursued, can be seen firing from outside his driver’s side window on Mosher, who was driving behind him in the large parking lot. Mosher’s cruiser also strikes the rear of Louras’ vehicle.
The short chase ends near a set of railroad tracks on the outer edge of the parking lot.
“Mr. Louras got out of his car and fired further shots in the direction of Sgt. Mosher,” Donovan said at the press conference last week.
The four officers, while taking cover behind their vehicles returned fire, Donovan added.
“Mr. Louras fell to the ground, dropping the AR-15, he then stood up and was on the move again at which point he picked up and began to raise the rifle according to witnesses,” Donovan said. “The officers again fired at Mr. Louras, bringing him to the ground.”
Louras, who was shot multiple times, was taken to the Rutland Regional Medical Center, where he was pronounced dead, according to the attorney general.

'Call the police'
Lorraine Provencio has been employed at Chucky's Gas Station for two years and was working Wednesday morning.
In an interview with the Sun-News, she said the incident was one of the most intense moments of her life.
About 9 a.m., Provencio and a coworker were standing outside the store when a mother with three children — a 9-year-old, a 2-year-old and a 1-year-old — called to them for help.

The woman had just gotten off a Greyhound bus, which stops daily at Chucky's, and was waiting for an Uber.
Provencio said Arroyo — whom she recognized as having arrived on the Greyhound bus the previous day — was standing near the woman. She said she told Arroyo he needed to leave because the store doesn't allow loitering.
"And he said, 'I don't have to go, call the police,'" Provencio said.
So she pulled out her phone and dialed 911.
"I'm calling you from the Greyhound station in Doña Ana. I have a gentleman here that refuses to leave, I've got a lady here, she's got kids and this man is all up in her sh--. I've asked him to step away, and he refuses. I told him we don't allow loitering, and he says, 'call the police,'" Provencio tells the 911 operator.
'That's when everything went crazy'
After hanging up with 911, Provencio said she told Arroyo to get away from the mother. Then, Provencio said, Arroyo yelled to mother, "give me your f------ kids," and reached for her 2-year-old daughter.
"That's when everything went crazy. I'm yelling, 'no, you're not taking her kids,'" Provencio said.

Arroyo is seen on surveillance camera pushing the mother down. She falls on her back, on top of her 1-year-old, who is in a carrier. The 2-year-old also falls.
"She hit the floor and when she hit the floor, I yelled, 'can I get a man to f------ help, can I get a man," Provencio said.
The mother stands up and again Arroyo tries to grab the 2-year-old from her. As the mother tries get away, Provencio and another woman — a regular customer wearing an orange shirt — stand in his way. Arroyo is seen punching the woman in the orange shirt.
But the mother — carrying the 1-year-old on her back and the 2-year-old in her arms — and her nine-year-old running alongside are able to escape and run inside the store where they hide in a storeroom.
Arroyo is seen running after the mother, but Provencio and anther woman who was outside try to block him from entering the store. A male customer, Julio Manuel Munguia, wearing a red baseball cap, who was inside, also stands at the doorway. Arroyo is seen punching them both.
Video footage shows Arroyo backing away. Provencio is able to enter the store and Munguia tries to hold the door shut from the inside. Arroyo pulls on the door from the outside and eventually he's able to get inside. Arroyo punches Munguia multiple times. Blood splatters on the store floor.
Provencio again calls 911.
Munguia gets away from Arroyo and heads outside. Arroyo is seen turning his back to the door and heads off camera. Witnesses would later tell authorities he continued to yell for the mother and her children.

A Tuesday-evening armed robbery in a Neptune Beach apartment is caught on security video, leaving one suspect shot and hospitalized and two others being sought, although police said they found two cars used in the case.
Two young men are being sought after a resident wounded a third intruder during a Tuesday-evening break-in at the Park Place apartment complex at 1000 Third St. in Neptune Beach, police said.
Dramatic security camera video shows the three armed men forcing their way into the apartment during an apparent robbery, according to the Neptune Beach Police Department.
Seconds later three shots ring out. A resident inside shot one of them, police said. The trio runs out the door, one leaping over a second-story balcony to escape, the video shows. At least three more shots are heard as the three flee, escaping in a red Kia 4-door sedan.

One suspect was dropped off at Baptist Medical Center Beaches in a silver Pontiac four-door sedan. Now police are looking for the two others, reporting Wednesday afternoon that the Kia and Pontiac had been found.
The at-large assailants were described as black men possibly in their 20s. One had low-cut hair and was wearing a black hoodie with white writing on the front, khaki pants and black shoes. They other wore a black ball cap, black hoodie, black pants and black shoes.
They should be considered armed and dangerous.

A homeless, handcuffed accused turnstile-jumper kicked an NYPD cop so hard that she tumbled off a Harlem subway platform and onto the train tracks, a shocking video shows.
The officer — who was also spat on by by attacker, who claimed to be infected with the coronavirus — broke her wrist in the fall to the tracks, but was otherwise unharmed, sources told The Post.
The terrifying incident happened at the 125th Street station on Thursday evening as two cops tried to arrest the unhinged man, who began screaming at officers, begging them to injure him, according to a video posted online.
“I can take the pain girl… put more pressure on it… you’re not breaking my leg good. Break it!” the man says in video.
Police have identified the suspect as Anquando Johnson, 25.
“Break the neck… put your weight on it,” the man goes on to say as he flails his legs, kicking the female officer off him, and catching her once in the face with another kick.
When the officer tries to grab his legs again, the man forcefully boots the cop in the thigh sending her stumbling backward and tumbling onto the tracks.
The cop didn’t land near the third-rail and got right back up, the video shows.
Joaquin Santiago, who filmed the incident, told The Post the encounter started when the unhinged man spat in the face of one of the cops.
“Just let everyone know she’s fine,” he said of the officer.
“The officer could have easily been killed and as a result of this assault, the officer suffered a serious injury,” an NYPD spokesperson said.
“Any assault on a New York City Police Officer is an assault on society.”
Johnson was charged with felony assault on a police officer, plus reckless endangerment and theft of services. He was being held for evaluation at Harlem Hospital.
ALBUQUERQUE, N.M. – The Albuquerque Police Department released details in a presentation on Tuesday regarding an officer-involved shooting that took place on March 30, 2020.
On Tuesday, March 30, 2020, APD officers initiated a welfare check on Valente Acosta-Busttillos at a home on Edith, south of Coal at 12:52 p.m. after they received a call from a caller that identified himself as Acosta-Bustillo’s son-in-law. The caller told the dispatcher that he had not heard from Acosta-Busttillo in four to five days and that he had not been to work or picked up his check.
Officers were dispatched and arrived at the house for the welfare check at 1:13 p.m. According to APD, the responding officers had previous contact with Acosta-Bustillos and found him on the side of the house holding a shovel.
While discussing the reason for the call with Acosta-Bustillos, officers checked to see if he had any outstanding warrants. He had one felony warrant for an aggravated assault. This resulted the call to change from a welfare check to a felony arrest.
According to a release, Acosta-Bustillos stepped backward into his doorway and tried to close the security door on officers, but they followed him inside. They say once inside the doorway, Acosta-Bustillos briefly raised the shovel he was still holding sideways above his head. He then lowered the shovel back to his side and walked away from officers into a dark bedroom.
APD says officers then gave a verbal command to the 52-year-old to “get down” and to “put the shovel down.” However, Acosta-Bustillos refused and attempted to shut the bedroom door on officers. That’s when one of the officers drew his handgun while the assisting officer drew his taser.
Officers again gave verbal commands to Acosta-Bustillos, but he refused to drop the shovel. The assisting officer discharged his taser, which was ineffective. Then, Acosta-Bustillos raised the shovel over his head and started to swing it downward at officers in an “axe motion.”
According to APD, Acosta-Bustillos continued to swing the shovel at officers and closing his distance between them. One of the officer’s then fired his handgun after fearing they would be stuck with the blade of the shovel.
APD says in the past, when they’ve been at Acosta-Bustillos home, he told officers that he had done meth and cocaine. Officers believe drugs may have had something to do with his behavior the day he was killed.
Critical Incident Briefing: New Video of Officer Involved Shooting near US 60 & Country Club

The Phoenix Police Department released a Critical Incident Briefing video related to an officer-involved shooting that happened on February 20, 2020.
The incident happened just before 2 a.m. in Mesa near the US-60 and Country Club.
Two Officers from the Mountain View Precinct noticed a man in a vehicle speeding westbound on the I-10 as they approached 27th Ave. The officers tried to stop the driver, later identified as 25-year-old Santiago Ramirez, but he sped off. Patrol officers pulled back, allowing the Phoenix Police helicopter to track Ramirez and report his location over the radio.
Ramirez drove throughout the valley — from Phoenix to Tempe, and into Mesa. He stopped twice to get out of his car but got back in as the police helicopter continued to follow overhead.
Police deployed stop sticks in the area of Mesa Dr. just North of the US-60. Ramirez re-entered the US-60 westbound with a partially disabled car due to the stop sticks. He eventually crashed into a chain-link fence along the exit ramp. The vehicle was no longer drivable.
At this point, Ramirez ran from his car to a truck driven by an 18-year-old man. Ramirez began pulling on the driver side door handle while banging on the drivers' window.
An officer from the Tactical Support Bureau's (TSB) K-9 unit observed Ramirez trying to carjack the victim, and fired one round from his service weapon at Ramirez, who was not struck.
After the shooting, Ramirez jumped into the bed of the victim's truck as the teen drove a short distance.
As police officers approached the vehicle, the teenaged driver stopped, and police were able to take Ramirez into custody.
Detectives later learned that the vehicle driven by Ramirez was stolen out of Avondale. In addition, detectives located narcotic drugs and a stolen handgun inside the vehicle.
Phoenix Police Detectives interviewed Ramirez and booked him for Felony Flight, Theft of Means of Transportation, Possession of Narcotic Drugs, Attempted Robbery, and an Outstanding Felony Warrant for Aggravated Assault.

Armed Carjacking Suspect Shot By Officers
Two members of the Daytona Beach Police Department (DBPD) were involved in a shooting this morning (May 25, 2020) while investigating an armed carjacking call.
The officer and sergeant who used their handguns in that incident are now on paid administrative leave as the Florida Department of Law Enforcement (FDLE) investigates. This is standard in officer-involved shootings.
Both responded to the Wawa on 120 South Ridgewood Avenue soon after Volusia County emergency dispatchers received a call for help at 8:08 a.m.
It all started at the Popeye’s restaurant near Wawa (101 North Ridgewood Avenue) when a man allegedly attempted to carjack a woman who works there. The victim fought her way free, fled the scene towards Wawa and called for police from there.
When the officer arrived on scene, he spotted a man on the north side of the Wawa parking lot on foot and armed with a rifle. He ordered that man to put the weapon down numerous times and fired when that man pointed the rifle at the officer.
The sergeant arrived on scene as the first shots were fired by the officer. He drew his weapon and fired at the suspect until he fell to the ground.
In total, six shots were fired by the officer and the sergeant. We’re still investigating to see if the suspect fired his weapon.
Paramedics took the suspect to Halifax Health Medical Center for treatment after officers placed him in handcuffs. He underwent surgery and is expected to recover from his injuries, according to DBPD Chief Craig Capri.
“I’m very proud of my officers, the way they acted today. They were very professional. They did their jobs,” Capri said to media at the scene. “It’s unfortunate that someone had to be shot in this incident, but we didn’t start this. The suspect escalated this incident. We tried to deescalate.”
The officer and sergeant involved were not injured in this incident. Neither was the woman who called for assistance or any of the other responding officers.
The identities of the officers and suspect involved are not available currently as the investigation is active and ongoing.
The incident report is not available at this time.
TULSA, Okla. – Before the Tulsa Police Department released video of two officers being shot, Chief Wendell Franklin urged the public to avoid watching.
He said the public shouldn’t be able to “see the execution of a police officer.”
“What kind of society is that?” he said.
The video, recorded on Officer Aurash Zarkeshan’s patrol car camera and body-worn cameras on Zarkeshan and Sgt. Craig Johnson, shows the suspect shoot both officers after a traffic stop in the overnight hours of June 29.
Johnson died from his wounds.
The video also shows the alleged accomplice’s car arriving on scene after showing Ware calling for help.
The alleged accomplice, Matthew Hall, is accused of driving Ware away from the scene after the shooting.
Franklin said Zarkeshan originally pulled Ware over because of a wide turn that, combined with the time of night, could indicate an intoxicated driver.
Ware started shooting the officers 17 minutes after he was pulled over, according to the video.
Zarkeshan was severely wounded. On June 29th, 2020 Craig sustained multiple gunshot wounds, one of which was a critical wound to his head. After undergoing surgery, Craig’s prognosis did not improve, and he was placed on life support to give his family time to say their farewells. Today, June 30, 2020, in a decision made with his family, Craig’s organs will be donated as his final act of service for our community.
Tulsa Police Sergeant Craig Johnson officially passed away June 30th, 2020 at 1:19pm, leaving behind his two young boys, his wife, his parents, and hundreds of his brothers and sisters with the police department.
Prior to Craig’s passing, Chief Wendell Franklin awarded Sergeant Johnson with the Tulsa Police Department Purple Heart for injuries sustained in the line of duty on June 29th, 2020.
Johnson joined the department in 2005, he was a patrol officer at Mingo Valley Division until he was promoted to Sergeant in 2015. After his promotion, he worked as a Divisional Investigator at Gilcrease Division until August of 2019 and was last assigned to Mingo Valley Division as a graveyard shift supervisor. Craig’s passing is a tremendous loss to the department and the community he served.
On June 16th 2020 at 4:37 pm a South Euclid Police Department, (Ohio) officer on patrol stopped a vehicle
for driving with an expired license plate, and the operator
not wearing a safety belt.
After running the operators license, it was learned the 22 year old Richmond Heights man had multiple license suspensions and under Ohio law, not permitted to drive.
Rather than arrest and impound, the officer requested the man summon a licensed driver to the scene, he would then be provided a citation and released.
The man told the officer he did not know a licensed driver, so a tow truck was ordered.

It should be noted that any point after receiving his citation, the motorist was free to leave.
Fulton County District Attorney Paul Howard announced on Wednesday that the officers involved in the shooting death of Rayshard Brooks would face charges.
Garrett Rolfe, the former officer who shot Brooks, faces 11 charges including felony murder and aggravated assault. One of the assault charges is for allegedly kicking Brooks after he had been shot. If convicted, Rolfe could face life in prison or the death penalty.
Officer Devin Brosnan, who was also on scene, is facing three charges including aggravated assault and violation of oath. They are related to Brosnan standing on Brooks’ shoulders after he was shot and not rendering medical attention.
Brooks died after a police confrontation in an Atlanta Wendy's parking lot escalated to gunfire last week. An autopsy conducted shows Brooks was shot twice. The medical examiner's office ruled the death a homicide.

KLEIN, Texas (KTRK) -- Investigators are searching for a group of suspects caught on video hitting and kicking a man after he left a convenience store in Klein.
It happened on Sunday around 7 p.m. at the Food Mart store located at 7134 Oakwood Glen Blvd.
The victim told deputies with the Harris County Sheriff's Office that he was waiting to buy some items when a group of up to six young men tried to cut in line.
The victim said one of the suspects kicked him in the face and said, 'Black lives matter, (expletive).'"

Despite starting peacefully in Minneapolis, a third straight night of protests ended in violence.
"I looked over and said, 'There's a line for a reason,'" the victim told ABC13. He and his girlfriend asked not to be identified out of fear for their safety.
Words were exchanged, the victim said, and claims the group mocked his hair and clothes.
After he paid and left, they met him in the parking lot and took turns kicking and punching him. The assault was caught on video.
The victim was carrying shopping bags, and said he just took it.
"I don't know what else I could do," he said. "The fifth one at the end came out of the store after purchasing goods, and came up to me and kicked me in the face and said, 'Black lives matter, (expletive).'"
The victim suffered a swollen lip, bruising and a cut near his eye. According to deputies, he refused to seek treatment.
"I really hope they're caught before someone else gets hurt," his girlfriend said. "I hope that the people take this and don't say, 'It's white against black.' I don't want this to be the statement. I want it to be, here's a man who was checking out and stood up for himself and he was targeted for that.'"

A man was shot Monday night after someone opened fire during a protest in Albuquerque pushing for the removal of a statue of a Spanish conquistador. The victim, who has not been identified and whose condition is unclear, was taken to the hospital for treatment.

The Civilian Office of Police Accountability (COPA) released video and other materials, Materials include numerous body-worn footage, 911 calls, phone video footage of the fatal officer-involved shooting that took place on September 5, 2020 on the 4800 block of South Lavergne Avenue in Chicago, Illinois.
Early reports indicate officers from the 8th District responded to the area in search of a suspect believed to have stabbed an individual. Officers located an individual matching the description in Vittum Park and repeatedly gave commands to drop the knife. Officers deployed a Taser to subdue the individual temporarily to no avail.
The individual, later identified as Shaon Jermy Ochea Warner, 34 years old, then attacked one of the officers, and proceeded to stab her numerous times. Two officers fired their weapons, fatally wounding the individual Shaon Jermy Ochea Warner. The officer who was stabbed was wearing a protective ballistic vest and not seriously injured.
COPA’s investigation into the officer’s actions, including use of deadly force, is in its early stages and will determine if the actions of the officers are in accordance with Department policy and training. - COPA said in their press release.

Soon after he shot three people, a panicked 17-year-old Kyle Rittenhouse told a friend he expected to go to jail for life, but that if he had not fired, he would "probably be dead."
The account comes from a newly released video of a Kenosha detective questioning Dominick Black, the 19-year-old charged with buying Rittenhouse the rifle he used to kill two people and injure a third.
“The dude’s sweating like a pig. He’s just freaking out. His face is white,” Black said of Rittenhouse.
“He’s like, ‘I’m going to jail for the rest of my life. I’m done.’ He’s just scared. I'm just trying to calm him down."
Rittenhouse was charged with two counts of homicide and faces four other charges in connection with the Aug. 25 Kenosha protest shootings that killed Joseph Rosenbaum, 36, and Anthony Huber, 26, and injured Gaige Grosskreutz, 26.
He was released Friday afternoon from the Kenosha County Jail after his attorney posted the $2 million bail. His legal team has said he acted in self-defense.
Black faces charges of intentionally providing a dangerous weapon to a minor, resulting in death. He was bound over for trial earlier this week.
Black and Rittenhouse told police they had were in Kenosha to protect a car lot during the unrest that followed the police shooting of Jacob Blake. Both were armed.
Detective Ben Antaramian questioned Black for about an hour the morning of Aug. 26 at the police station in Antioch, Illinois, where Rittenhouse had turned himself in.
The video adds more detail to documents released last month by Antioch police that described Black's initial account to police there after the shooting. Rittenhouse's sister also was questioned that night. A video of Rittenhouse's interview has not yet been released.
MINNEAPOLIS (FOX 9) - Hennepin County District Court Judge Peter Cahill rejected the state’s motion to seal the body camera video of George Floyd’s prior arrest, which has been described as showing “remarkably similar behavior” to his deadly arrest on Memorial Day. The video will soon be released to the public.
At an evidence hearing Thursday, Cahill heard arguments on the motion filed by prosecutors to restrict public access to new filings in the case for two business days before they can be released. A media coalition, which includes FOX 9, opposed the motion because it would interfere with the public’s right to access court proceedings. The motion was filed after the defense moved earlier this week to admit Floyd’s May 2019 arrest as evidence. The defense claims the body camera video from the arrest captured similar behavior from Floyd with police such as crying, pleading for his mom and evasive drug tactics.
At the hearing, Assistant Attorney General Matthew Frank argued for keeping a two-day hold on all future pre-trial filings to give parties time to decide whether evidence and motions might poison a prospective jury. He said releasing the video of Floyd’s 2019 arrest before the trial would taint the jury.
In his ruling, Cahull said body camera video of Floyd's prior arrest is one small piece of evidence. It will drive home to public and a prospective jury that Floyd was previously arrested, but it is not "unduly prejudicial," he said. But not "unduly prejudicial." He added that the video the video might eventually be beneficial for prosecutors.
All four of the four former Minneapolis police officers charged in Floyd’s death have been released on bond, including Derek Chauvin, but they all waived their right to appear in court for Thursday’s hearing.
Cahill did not rule Thursday on motions to move the trial out of Hennepin County, join the four cases into one or dismiss the charges altogether.
For now, the trial for the former officers remains scheduled for March 8.
On January 5, 2020, Jacksonville Sheriff’s Office Officer Nicholas Lawson (“Officer
Lawson”) attempted to perform a traffic stop on a stolen car. The car fled at high speeds, hit
another car and then ultimately crashed into a concrete pole of a pedestrian overpass. When
Officer Lawson approached the suspect vehicle, the backseat passenger pointed a rifle at him. In
fear for his life, Officer Lawson opened fire, wounding the backseat passenger who pointed the
firearm at him and killing the front seat passenger, Kwame Jones.
The details are as follows: On January 5, 2020, at 9:19 p.m., Officer Lawson attempted to
perform a traffic stop on a stolen car for careless driving and taillight violations. Officer Lawson
advised over the radio that he was in pursuit of a possibly impaired driver. After Officer
Lawson turned on his emergency lights, the driver of the car sped off and turned off the

headlights. The driver fled, drove into oncoming traffic at a speed of 70 mph1, ran a red light at
Moncrief and 45th Street, struck another vehicle in the intersection, and crashed into a
pedestrian overpass.
When Officer Lawson arrived at the crash, he got out of his vehicle and commanded the
occupants to exit the car. Officer Lawson described an “assault rifle-type firearm” pointed
directly at him by the backseat passenger on the driver’s side. This passenger was Joseph Carter
(“Carter”). Officer Lawson fired at Carter until the firearm was no longer pointed at him and
Carter moved to the passenger side of the car. At the time of the shooting, the driver, Bobby
Whitty (“Whitty”), had already fled from the car. Officer Lawson’s bullets struck Carter and
the front seat passenger, Kwamae Jones (“Jones”), wounding Carter and killing Jones.

The Phoenix Police Department released a Critical Incident Briefing (CIB) video which includes information, audio, video and pictures related to an officer-involved shooting (OIS) that occurred on December 28, 2020, in the area of 27th Ave. and Orangewood Ave.
This incident started at approximately 8:45 p.m., when a woman called 911 to report that her ex-boyfriend was in the patio of her apartment and was refusing to leave. The caller also informed the 911 operator that he had been violent in the past with her and that he was causing problems for her.
The caller identified the man as 30-year-old, Jordan Crawford.
The officers arrived and the suspect was no longer at the apartment and they began to look for the Crawford.
Within minutes, Crawford was found walking through an open area of the apartment complex. An officer called out to Crawford to detain him but Crawford did not stop and told the officer that he had a gun as he placed his right hand behind his rear waistband area.
Crawford and the officer continued to talk and walk through the complex. The officer told Crawford to show him his hands, which he refused and continued to walk backwards from officers. The interaction between the officers and Crawford continued onto 27th Avenue.
Vehicle traffic stopped just missing Crawford as he crossed the street. Officers were able to contain him as he reached the east sidewalk. Once he got to the sidewalk Crawford stopped and leaned forward and began to yell with his hand behind his back. He began to count down and when he got to one, he swiftly pulled his hand from his back and the officers reacted to the threat.
Officers deployed less lethal munition to safely approach Crawford in an effort to administer first aid.
During the investigation a weapon was not recovered.
The five officers involved in this incident are all assigned to the Cactus park precinct. There were no injuries to officers or any other community members.
This incident is the subject of both an internal and a criminal investigation, which will be reviewed by the Maricopa County Attorney's Office. Conclusions about whether the actions of the officers are consistent with department policy and the law will not be made until all facts are known and the investigation is complete.

The woman who was shot inside the US Capitol during protest Wednesday afternoon was pronounced dead at an area hospital, a spokesperson with the Metropolitan Police Department confirmed
The Ulster County Sheriff released the body cam footage yesterday from the arrest of a 26-year-old Saugerties woman that led to claims of excessive force following a traffic stop in the town of Ulster.
Shana Shaw of Saugerties was arrested December 28 around 3:45 p.m. on the charges of resisting arrest, driving with a suspended license and marijuana possession. Shaw posted a 43-second video recorded by a bystander the same day, which showed her being pulled from her car and handcuffed on the ground by two officers. She told Hudson Valley One that she believes the deputy used excessive force, resulting in a concussion, nerve damage in her wrist from the handcuffs, and bruises on her body, which put her out of work for three days. She said she made a formal complaint and planned to sue the sheriff’s department.
The 8-minute 39-second body cam video sheds more light on the interaction between Shaw and Deputy Brian Woltman that unfolded that afternoon in the Buffalo Wild Wings parking lot. The video begins with Woltman approaching Shaw’s vehicle. She asks why she was pulled over. The deputy responds: “you cut me off without signaling back there on 9W,” and “your license is suspended.” Shaw responds that she did signal and says she just cleared the suspended license but the paperwork was at home.
Woltman replies, “that stinks.”
Shaw then suggests having someone pick up the car and explains that she’s there to meet a friend. Woltman then asks her to “hop out.” Shaw complies, and then asks why she had to get out of the vehicle. Woltman replies that it’s because she’s being placed under arrest for driving without a license.
At this point, the tone of the interaction changes.
“Let’s not make things difficult,” says Woltman.“Let’s make this very easy.”
Shaw says the deputy can follow her home to see the paperwork for her license and that she can prove it.
“No, I’m not following you home,” says Woltman.
“So you’re going to arrest me after I just left work, and I’m a nurse?” says Shaw, who said earlier this week she is a nurse assistant.
Woltman asks Shaw to step closer to him. She says no and gets back into her car, saying she was going to call her lawyer.
Deputy Woltman follows her, standing in front of the driver’s side door and calling for backup. He then grabs her arm and tells her she’s under arrest.
For around the next six minutes, Deputy Woltman and Shaw go back and forth, saying “you’re under arrest, stop resisting,” and “I’m not resisting.” At one point, Woltman says “I’m going to taze you if you don’t get out of the car.”
When Shaw says someone is filming the interaction, Woltman replies he is also recording the situation. Eventually, another officer approaches from the passenger side, trying to calm Shaw down. He can be heard saying, “look at me, just listen to me for a second.”
Following that, the body cam video reaches the point at which the bystander video began: Deputy Woltman pulls Shaw out of the vehicle, and she can be seen handcuffed while laying stomach-down on the pavement. She yells “I’m not resisting” and “Ow, you’re hurting me.”
Shaw was then brought to the back of the police vehicle. She yells,“I fell on my fucking head,” before an officer shut the door with her in the back seat. The video ends shortly after that.
The Ulster County Sheriff’s Office’s Facebook post with the body cam footage has been viewed almost 300,000 times and led to over 4,000 comments.
In a post accompanying the video, Sheriff Juan Figueroa explains why it was released.
“I found it prudent to release the body camera footage of the event that occurred on December 28, 2020 in a parking lot in the Town of Ulster, as this event has already garnered community attention. Encounters with law enforcement can be unpredictable, and although this is not to say one way or the other that anyone is at fault, this will at least shed light on the event as it occurred in real time. Like all technology, devices such as body cameras, cell phones and similar devices are machines with limitations. This complaint remains under investigation.”
At approximately 1:13 a.m., a Lisle Police Officer observed a person operating a vehicle approximately 20-miles above the posted speed limit near the 1500 block of Ogden Avenue. The officer activated his emergency lights and initiated a traffic stop. While the officer was receiving notification that the vehicle was reported stolen out of Chicago, the vehicle fled westbound on Ogden Avenue at a high rate of speed.
The fleeing vehicle then traveled north onto Naper Boulevard. Lisle Police Officers located the vehicle on the entrance ramp to eastbound I-88, where it was determined to have been involved in a single-vehicle crash. Officers worked to free the driver and passenger from the vehicle until the Naperville Fire Department arrived and transported the driver and passenger to Edward-Elmhurst Hospital in Naperville, where the driver was later pronounced dead.
“This was a tragic and unfortunate event. I appreciate the response from our officers and assistance from our law enforcement partners, including the Naperville Police and Fire Departments, Illinois State Police, and the DuPage County Sheriff’s Office and State’s Attorney’s Office,” Chief Ron Wilke said.
The deceased has been identified as a 30-year-old Marcus L. Thomas from Chicago.
At the time of the event, Thomas had a revoked Illinois driver’s license and was wanted by the U.S. Marshal’s Service for weapon offenses. Two loaded firearms, a .45-caliber Masterpiece Arms MAC-10 and a Glock .40-caliber handgun were recovered from the floorboard of the driver’s seat.

Georgia’s Glynn County Police Department released body camera footage that shows moments after 25-year-old Ahmaud Arbery was shot and killed in February.
On February 23, 2020, Ahmaud Marquez Arbery, 25-year-old man, was pursued and fatally shot while fleeing from a house under construction he had just burglarised near Brunswick in Glynn County, Georgia. Arbery had been pursued by three residents—Travis McMichael and his father Gregory, who were driving a pickup truck trying to stop the burglar, Arbery to talk to him and wait for the police to arrive. The third resident is William "Roddie" Bryan, who followed Arbery in a second vehicle who record the video of the shooting with his phone.
