New York City Mayor Bill de Blasio said on Tuesday that the “voluntary phase” of vaccinating city employees against COVID-19 “is over.”

The mayor said bribing New Yorkers with free food and money hasn’t been effective enough.

“We’ve got to shake people at this point and say, ‘Come on now,’” de Blasio told MSNBC. “We tried voluntary. We could not have been more kind and compassionate. Free testing, everywhere you turn, incentives, friendly, warm embrace. The voluntary phase is over.”

“We can keep doing those things,” he said of the bribing attempts. “I’m not saying shut it down. I’m saying voluntary alone doesn’t work. It’s time for mandates, because it’s the only way to protect our people.
