Namely, get it past the House of Commons, which she hasn't yet done.
Get it past the House of Lords, which has been achieved.
And finally get a completely new bill onto the law books, namely the EU Withdrawal Agreement Bill.
Please do not get this confused with the Withdrawal Act, which is already on the statute books.
This has not been published yet so the public won't know what's actually in it, but it's what is most likely to be in it that will surprise people.
According to the Institute for Government, once this Act becomes law it will, amongst other things:
1. Keep parts of the European Communities Act in force for the duration of the transition period. This will allow the UK to update its statute book to reflect new EU laws that come into force in the transition, and will preserve the jurisdiction of the European Court of Justice.
2. Give the Withdrawal Agreement, and any EU law incorporated into the Withdrawal Agreement, a form of “supremacy” over UK law.
3. Set out a domestic process for the commencement of the Irish border backstop.
Now, we are told that the EU Withdrawal Act passed into law last year, will repeal the European Communities Act 1972 (or ECA) to take us out of the EU so we can take control of our borders, laws and money.
But what the Institute for Government is saying, is that some of the law contained in the ECA 1972 will have to be put back into force by this new bill when it becomes law.
