The President of the European Council accused politicians campaigning for Brexit as being "without even a sketch of a plan on how to carry it out safely".
During a joint press conference alongside Irish premier, Leo Varadkar, he said: "I've been wondering what that special place in hell looks like, for those who promoted Brexit, without even a sketch of plan how to carry it out safely."
During the vicious speech, Mr Tusk warned Britain that the Brexit Withdrawal Agreeement was "not open for renegotiation" and said he hoped Prime Minister Theresa May came back to Brussels on Thursday with a "realistic suggestion".
He said: "I hope that tomorrow we will hear from Prime Minister May a realistic suggestion on how to end the impasse in which the process of the orderly withdrawal of the UK from the EU has found itself following the latest votes in the House of Commons."
Mr Tusk said the Irish border issue and the need to preserve the peace process remained the EU's "top priority".
He said: "The EU is first and foremost a peace project.
"We will not gamble with peace or put a sell-by date on reconciliation. This is why we insist on the backstop."
The Polish politician said the EU was preparing for the "possible fiasco" that might happen if Britain leaves the EU without a deal.
The Tory leader is due to travel to Brussels on Thursday for her first face-to-face talks with European Commission president Jean-Claude Juncker and European Council president Donald Tusk since the Withdrawal Agreement they reached last November was rejected by the House of Commons.
