Thomas Kean said no one was to blame but overall it was 'a failure of imagination'.
If those 2 statements are a matter of fact...how come all the main people who held key positions in the US Government and the US Military were given major promotions immediately post 9/11?
They were given rewards for failing to do their jobs?
