In order to convict or arrest someone they must be caught engaged in some crime.
In a Trump strategy, as described in this video...we all know the 'coverup' is worse than the crime, and so, in the course of the coverup and its aspect, the culprit reveals even more of their corruption than in the original crime which is harder to pin down
By clearly refusing to follow constitutional guidelines, the culprit states have actually committed crimes which are self evident and thus expose them...and expose them to intervention and arrest for unconstitutional acts.
This then opens the door in Court to the inspection of all the relevant evidence.
