Retired ATF Special Agent Dan O'Kelly tells the GunGuy that ATF has been calling gun parts "firearms" when they are not legally "firearms." For example: your AR15 lower is NOT a firearm. Neither is the frame of your semi-automatic handgun. Dan has proven it in court.
