David Stanton speaking in the Dáil said that one refugee had applied to bring in 70 family members under the old family reunification and they average number of family members each refugee applied to bring was 20. From 1996 to 2015, refugees were allowed to bring in grandparents, cousins, nephews, nieces and siblings. Under the new restricted scheme they can only apply to bring in parents, spouses and children under 18.

In 2017, a bill passed in the senate which paved the way for the government to increase the scope of the family reunification scheme again. NGOs had pushed for the bill to pass and all parties except Fine Gael supported the bill.

A Leaked Open Society document suggested NGOs in Ireland are being funded to lobby the government to increase migrant citizenships and to politically mobilise those migrants.
