The Two Subjects of This Verse
This is consistent with two subjects alone. By reviewing the context of this passage, from beginning to end, we can come to a better understanding with regards to whom this passage is speaking about.
The Nations Will Gather Against Jerusalem
Starting with the beginning of Zechariah chapter 12, the prophet speaks of a future time when the nations of the world will be gathered against Jerusalem to destroy it (Zechariah 12:3). On that day, God Himself will rise up and defend Jerusalem and destroy all of its enemies (Zechariah 12:4-9).
God Will Pour Out His Spirit Upon His People
God will then pour out a spirit of grace and supplication upon the Jews (see Joel 2:28-32 and Jeremiah 29:10-14).

Those Left Over On Zion
This new spirit will motivate the Jewish nation to look towards God concerning those killed in Battle prior to God's divine intervention in fighting his adversaries. The Jewish people here described as him (see Hosea 11:1, Hosea 8:3 and Exodus 19:2).

The Mourning of Jerusalem Will Be Like That of Hadad Rimmon
All the inhabitants of Jerusalem will then mourn at that future time. This has obviously not yet been fulfilled. This is an end time Prophecy.
This understanding is validated by the scriptural description that "this mourning in Jerusalem", would be "like the mourning of Hadadrimmom in the Valley of Magiddo." This refers to the death of King Josiah who was killed in battle with Pharaoh Neco (2 Kings 23:29-30).
After Josiah's death, all of Judah and Jerusalem mourned for him (2 Chronicles 35:22-25). In the same way that the Jews mourned over King Josiah who died in battle, so too will the Jewish people in the future mourn over their war dead.
