Hey Dare County, did you know that Health and Human Services Director Sheila Davies signed a contract that agrees to potentially assist the US government in implementing forced quarantine and isolation?
By signing the Division of Public Health Agreement Addendums FY 21-22 on August 18 and 24, 2021, Davies accepted $115,000 in exchange for agreeing to enforce federal government quarantine directives.
North Carolina General Statute 14-228, titled “Buying and Selling Offices” begins with “If any person shall bargain away or sell an office, or deputation of an office, or any part or parcel thereof, or shall take money”…and ends with “the person so offending in any of the cases aforesaid shall be guilty of a Class I felony.”
The CDC document entitled “ELC Reopening Schools: Support for Screening Testing to Reopen and Keep Schools Operating Safely” shows that grant money received through the American Rescue Plan comes with certain strings attached. The first is compliance “with existing and/or future directives and guidance from the Secretary regarding control of the spread of Covid 19.” Another stipulation is assistance of “the United States Government in the implementation and enforcement of federal orders related to quarantine and isolation.”
The signed contracts were obtained through FOIA requests. Also obtained were spreadsheets that indicate the ARP grant money received by Dare County Department of Health and Human Services through this ELC program.
It would seem that Davies has relinquished local authority and control of the management of Covid19. Can you see how the quiet signing of these contracts could potentially lead to a situation like in Australia, where people are being forced into Covid 19 quarantine camps against their will?
We have filed a criminal complaint against Davies. It was served on January 20, 2022, to District Attorney Andrew Womble, State Bureau of Investigation (SBI) Special Agent in Charge Masha Rogers, Sheriff Doug Doughtie, Clerk of Court Dean Tolson, and County Manager Bobby Outen.
We will put an end to this lawlessness in our country…and in our county.
