One of the earliest German Dark Wave/Electro/Goth/Industrial bands surely are "Das Ich", formed in 1989. The core members are Bruno Kramm and Stefan Ackermann.

They use German lyrics, but give them a shot anyway. Their music is so worth it. I personally favour the albums "Staub", "Egodram" and "anti'christ" from which the track "Sodom und Gomorra" is taken. It's a reflection on the vengeful and cruel God of the Old Testament. Though the album title "anti'christ" suggests satanic lyrics, the album in its entirety is said to be a reflection on global politics after 9-11. Neither Bruno nor Stefan are Satanists. Whatever "Satanist" means, but that's a different topic.
