Prior to 1933 the "Vehicle Code" was by form and function an administrative crimes code relevant to the highways and roads. Several factors were involved. By 1919 the federal government reclassified the roads as hostile inland waterways and the motorist was pre-adjudicated a criminal, only now being upgraded from being "reckless" to that of thief and smuggler. But that all changed in 1933, or shortly thereafter and now regulated under international maritime law. After 1933 there is no such thing as a "drivers license" as you may comprehend the phrase. After 1933, under emergency war powers, the government was allowed to accept a compliance contract, allowing a belligerent to apply for set terms by complying with a unilateral contract. So then, how does the current "Vehicle Code" apply? If you surrender your "drivers license" to a police officer without demanding a confiscation receipt, it is an admission of guilt. You allow the officer to obtain joinder and then agree to be prosecuted under the archaic administrative vehicle crimes code instead of having a hearing before the Department of Transportation in regards to a breach of a unilateral contract. After 1933 is was no longer a crime to breach a provision of the unilateral contract absent injury or property damage. After 1933 the state had to repeal its then existing "Vehicle Code" but there was a loophole, if the motorist agreed to be prosecuted under a criminal venue.
