Call to city health department about COVID mask mandate

State told me to call county, county told me to call city. She says enforcement is "complaint driven" meaning police aren't involved. Basically if someone files a complaint, then the health department will investigate. But she also admits that there are medical exemptions and no one is allowed to ask for proof or call their doctor. Also can't explain why it makes sense for no masks while eating and exercising but if there's just 2 people in an office who are 6 feet apart, they have to wear a mask.
