Not enough discussion has been about the actual history of net neutrality. I sense a trend here. Every time a new administration appoints their FCC chairman, they can come with entirely new ways how they want to approach net neutrality.

In the 1990s, ISPs used to be tightly protected from anti-competitive practices of telecommunications monopolies. That protection was thrown out of the window after high-speed broadband entered the market, and the 1996 Telecommunications Act allow big monopolies to enter unregulated and competitive ISP market. From 7,000 ISPs in 1998, two decades of cable consolidation led to two-thirds of Americans having only 1 choice of an ISP.

Can we really repeal net neutrality in this anti-competitive environment? Or should we rather break up big ISPs?
