Bank of England wants New World Reserve 'Crypto' Currency

Something like Libra as a world reserve? Something like a Synthetic Hegemonic Currency (SHC)? What? Mark Carney, head of the Bank of England, recently gave a speech at a world meeting among central banks, economists etc. He spoke about the current issues with the US dollar being the default world reserve, and the negative impact on the rest of the world, particularly Emerging Market Economies (EME).
