Community "contact tracing" using "contact investigators" - people are being hired and trained to find people who are "contacts" of COVID and then isolate/quarantine them. An example is given of going to a home with three or four people living there and just one bathroom. A COVID "carrier" would not be able to be properly isolated and they would be moved to a place provided by our government.
