When the Soviet Union was invaded by Germany in 1941, the red army was caught off guard, disorganised and spread thin. To safeguard the Union, General secretary Ioseph Stalin issued Order 227, which declared that the soldiers were to take "No step back." Political commissars were sent to the frontlines with orders to execute any officer that ordered a retreat. These commissars also gathered up men from the units who retreated and pulled them into "Penal battalions." These Penal battalions were meant as a punishment for soldiers who retreated or routed, and were used without any regard for the lives of the soldiers. The soldiers from the penal battalions would often be simply thrown in human wave tactics against German emplacements. As the units were not expected to return alive, they fought with ferocity, achieving surprising victories while sustaining horrible casualties. Records of the men forced into the penal battalions have yet to be found, with their names lost in history.
