White Water Scandal
Started with a real estate deal in 1978, Bill Clinton and his wife, Hillary joined a partnership with James and Susan McDougal to buy 220 acres of riverfront land and form the Whitewater Development Corp.
The Whitewater scandal was a real estate controversy that came to public attention in the 90s. It was a failed investment into a land development venture known as Whitewater.
But it wasn’t actually the investment venture between the Clintons and the McDougals that caused the controversy. In fact, it was a series of events that happened later that triggered the investigation.
Jim McDougal bought a small savings and loan association, renamed it Madison Guaranty, and defrauded both it and the small-business investment firm Capital Management Services to the tune of $3 million; the bank’s failure wound up costing the federal government around $73 million. The Clintons’ critics alleged they were involved in Madison’s wrongdoing.
David Hale, Capital Management Services’ former president, claimed that the Clintons were in on the conspiracy. Hale alleged that Clinton pressured him to issue a fraudulent $300,000 loan to Susan McDougal, money that Hale claimed had been used to help strengthen the Whitewater investment. Other allegations swirled about the Clintons and Madison, including claims that McDougal used Madison funds to pay off Bill’s governor campaign debts in 1985, and that Bill appointed a friendly state bank regulator to protect McDougal. McDougal himself, after the fraud conviction, turned against the Clintons, alleging that they were in on his schemes.

Clinton’s interest in keeping a lid on the mean affair intensified after announcing his candidacy for president in March of 1992 the Attorney General’s Office was instructed by members of clintons staff to remove all files pertaining to MENA after it was learned that several newspapers were planning to file Freedom of Information Act requests as part of their investigations of Governor Clinton.

Juanita Broaddrick accused Clinton of raping her in 1978; Leslie Millwee accused Clinton of sexually assaulting her in 1980; Paula Jones accused Clinton of exposing himself to her in 1991 as well as sexually harassing her; and Kathleen Willey accused Clinton of groping her without her consent in 1993. The Jones allegations became public in 1994, during Clinton’s first term as president, while Willey’s and Broaddrick’s accusations became public in 1999, toward the end of Clinton’s second term. Millwee did not make her accusations until 2016.
Model Judy Gibbs who appeared in the December 1979 issue of Penthouse magazine was one of the primary women used in the operation along with her sister. A source close to the Gibbs family confirmed there was a sexual relationship between Judy and governor Clinton. While cooperating with law enforcement investigators Judy was murdered and found burned to death in her home. In a sworn deposition Clinton’s bodyguard Barry Spivey admitted to accompanying governor Clinton to the location.
Bill Clinton immediately upon taking office as president fired 80% of the staff of the Office of National Drug Control at the White House Clinton also fired 355 members of the Drug Enforcement Administration and cut customs drug interdiction budget by one-third Clinton eliminated fourteen point six million from the Coast Guard’s drug interdiction budgets and slashed the Defense Department’s anti-drug budget by 300 million drug treatment and prevention budgets were cut.
