Basically, I had to go into Steam's Big Picture Mode to try and fix the controls there. I found a tab for Community Control Configurations so I checked that out. Users can post their own controller configurations for other users to apply to their games. I actually found what I was looking for to where I could switch to all my guns with the D-Pad. Unfortunately, I have to sacrifice Suit Zoom so I can have access to my explosives in-game with the right shoulder button.
