The American Lockheed P-38 would fly over and attack and disable civilian trains carrying mail, and then place counterfeit mailbags around the debris in hopes that the fake mail would then be thrown in with the real mail while the train was being cleared up. The fake mail was sent less than 2 months before the German towns were completely destroyed by a British bombing raid anyway.
