I've encountered many YouTube channels that think that this is Billionaires problem
But why should billionaires support crack and heroin addicts with their money?
People on Skid Row CHOOSE to be there.
You can be homeless and perfectly clean and fine with just beer in Santa Monica or Venice Beach.
Solution to Skid Row problem is:
24 hour video surveilance to track down and eliminate every drug dealler out of there with Police!
