Nancy Pelosi manages to explain this fairly clearly. Only an act of congress can "forgive student debt" but don't put that past them....they'll do anything to buy a vote by making promises they can't or won't keep. I know young people with student debt who voted for this administration and are damned mad that their "loans" have not gotten paid off or forgiven.
