Is the wealth tax constitutional? What does it mean?

What is the Wealth Tax? Is the wealth tax constitutional? These are questions we need to ask, because Sanders has proposed implementing it, and he wants to take 8% of rich people's wealth. He's not the first. A few months ago Warren came out with her plan as well.
