Here we are in month 25, of a two week flatten the curve, and you, Superintendent Farrelly and Board of Education, still refuse to provide parents and other stakeholders with basic information.
So here’s what we know: We know both the board and administration have not been truthful or transparent about the strings attached to ESSER funding. We know that the ESSER funds that Dare County schools are receiving run through September 2023. We know that Superintendent Farrelly has been the signatory on contracts to accept these funds. We also know he has violated a primary requirement by not soliciting public input to revisit and revise the plan every six months, as the American Rescue Plan requires.
What we don’t know is the laundry list of assurances you’ve agreed to with the state of North Carolina to receive your 5.2 million dollars.
So, let’s try this again. We the people are entitled to this information.

All documentation regarding ESSER 3 interim final requirements, grant conditions, and LEA assurances between Dare County schools and NC State Board of Education and/or NCDPI.
ALL documentation pertaining to the subgrant award notification and any and all attachments for ESSER 3 funding from the state of North Carolina.
Your continued obfuscation from day one has caused deep distrust. Dare County parents, citizens, and children deserve better.
Those with nothing to hide, hide nothing.
