To alleviate some of the crowding on Line 480, Foothill Transit developed a new express service by solely using 60 foot low floor articulated transit buses specially designed for Bus Rapid Transit (BRT) (Gutierrez, 2006).
On March 18, 2007, line 707 Silver Streak was introduced and being funded by Proposition C, a voter-approved sales tax ordinance to provide overcrowding relief on specific bus lines (Foothill, 2012, p. 25). Line 480 was reduced to local service from Monclair to West Covina while the Silver Streak streamlined routing by utilizing the El Monte Busway and HOV lanes on the Interstate 10 freeway.
Foothill Transit's Silver Streak Line is Southern California's only 24 hour service from Montclair in San Bernardino County to Downtown Los Angeles (Foothill Transit, 2018).
