The Kashmirian knockout looks a little weird, I know. I think it might have to do with the people around not being full on active NPCs and the area being at the very edge of the map. To knock him out while retaining Silent Assassin you have throw something at him, melee attacks still alert the people around like normal.

I had to throw stuff around near the Maelstrom and Vanya to delay their meeting so that they'd still be lined up for the next train after the meeting is over. Without the delay they would leave before the train arrives. The meeting itself has to be delayed for it to work, trying to distract them after the dialogue is over doesn't help.
