From the perspective of an ancap, governments, being illegal entities shouldn't be regulating scientific research. In the case of human, animal or plant cloning, which the evidence has shown are risky endeavors, governments cannot and will never regulate anything properly, and it is the job of sovereign people to discourage frivolous cloning "research." Make note that there may be clones walking around everywhere, created by governments over the past several decades, in order to assist the elite in taking power and hosting organs for longevity. I've just begun researching cloning, and it is apparent that the elites will take every advantage of this research and mislead the public as to how often cloning is and will be "unsuccessful."
