The characters in the video each represent society as of now. The teacher is the leader, and is teaching the students to be in a word... crazy. Penelope represents the people who are going to be leading the world with the teachers political views and ideologies, Simon represents the people who are forced to follow the ideologies of the teacher. Sunshine represents the people in society that everyone wants equal rights for, but doesn't even know what's going on, and the Man represents the people in society who are actually smart, and could potentially help humanity, but are always being shut down by people like the Teacher and Penelope.
