One of Bereuter's inquiries is in regards to the State Departments own Intelligence capacity, The Bureau of Intelligence and Research (INR), whether it had the proper functioning before 9/11. Another line of inquiry is in regards to the USS Cole bombing, Bereuter asks Wolfowitz why was there no proper attack launched against those responsible.
