Edward Norris (Baltimore Police Commissioner) opening statement lends the commissioner members his experience as a NYC Lieutenant back in 1991, where he talks about the assassination of Rabbi Meir Kahane and the NYPD investigation into El Sayyid Nosair's home which had plans to bomb landmarks in NYC. He recounts his experiences of the 1993 WTC Bombing and finds out that the files and documents from Nosairs home were never properly transcribed by the investigators until after the bombing.
