Esse crossover foi possível graças ao Justice League Legacy, um excelente beat 'em up desenvolvido sobre o OpenBOR pelo ZVitor. Esta fase do Streets of Rage 2 é parte de um dos modos deste game, que traz nada menos que 47 personagens jogáveis, e este crossover é apenas um dos que esta criação pode proporcionar.

A fase mantém o layout básico da original, mas não é um port 1:1 da mesma, visto que apresenta diferenças em maior ou menor grau e, além dos usuais crackudos da gangue de Mr. X, tem também uns supervilões pro jogador porrar.
