In 1996 presenteerde Gregory Stanton, de oprichtende president van Genocide Watch, een briefing getiteld "The 8 Stages of Genocide" bij het Amerikaanse ministerie van Buitenlandse Zaken. Daarin suggereerde hij dat genocide zich ontwikkelt in acht stadia die "voorspelbaar maar niet onverbiddelijk" zijn. Stanton bedacht en publiceerde voor het eerst zijn stadia van het genocidemodel in de Faulds-lezing van 1987 aan het Warren Wilson College, die ook in 1987 aan de American Anthropological Association werd gepresenteerd. In 2012 voegde Stanton twee extra stadia, discriminatie en vervolging, toe aan zijn model, wat resulteerde in een 10-fasenmodel van genocide. De stadia zijn niet lineair en meestal vinden er meerdere gelijktijdig plaats. Het model van Stanton is een logisch model om de processen van genocide te analyseren en om preventieve maatregelen te bepalen die kunnen worden genomen om elk proces te bestrijden of te stoppen.
